SEAL BEACH RECREATION AND PARKS COMMISSION
The Seal Beach Recreation and Parks Commission met in regular session on
Wednesday, January 27, 1988, in City Council Chambers. The meeting was called
to order by Vice Chairman Weiler at 7:35 p.m. and the Pledge of Allegiance
was given.

APPROVAL OF MINUTES
The minutes of October 28, 1987, were approved ss written.
ORAL COMMUNICATIONS
Commissioner Petersen brought up the use of the Heather Park Tennis Courts, by
young adults and children, for the game of Court Hockey using roller skates.
Osteen indicated that this was a wide-spread problem and that the court surface
was damaged by the use of skates. Discussion followed on possible court
surfaces that might be applied on basketball courts for this type of game use.
Osteen to report back at next meeting. Commissioner Petersen also brought up
the need for additional "No Dog" signs for "College Park". Osteen to request
new signs be installed.
Commissioner Reilly brought up the subject of youth basketball and expressed her
dissatisfaction with the system used to set up teams. Osteen explained that the
system was used to try to balance the teams with respect to ability so that
everyone played and had a good learning experience, which is in keeping with the
philosophy of recreation. Commissioner Reilly indicated that she had had
several parents complain to her that the system was too arbitrary. Discussion
followed with no Commission action taken.

NEW BUSINESS
Commissioner Weiler brought up the subject of the "Seal Beach Preservation and
Open Spaces Ordinance" which has qualified as an initiative and will be placed on
the ballot for the Primary Municipal Election on March 29, 1988. After review
and discussion of the City Attorney's analysis of the various sections of tbe
initiative, which was presented to the City Council on December 21, 1987, the
Commission elected, on a motion by Weiler, second by Commissioner Procter, to
oppose the initiative.
The major areas of concern to the Commission:
1. The initiative does nothing to expand park facilitiea within the City.
2. The initiative may cause the City to be unable to complete the purchase
of the remaining portion of Zoeter School.
3. The inititative could, by causing the City to incur potentially
substantial legal fees and/or damages, force the City to increase
Recreation and Pool Program fees.
OLD BUSINESS
A. The Mola project was discussed. No Commission action was taken.
B. "College Park" park improvements were discussed. No Commission action was
taken.
