The Seal Beach Recreation and Parks Commission met in regular session on Wednesday, November 13, 1985 in City Council Chambers. The meeting was called to order by Chairman Weiler at 7:30 p.m. and the Pledge of Allegiance was given. ROLL CALL Present: Proctor, Reilly, Thomas, Weiler Absent: LaBar APPROVAL OF MINUTES The .inutes of September 11, 1985 were approved as written. ORAL COMMUNICATIONS Osteen reported on ground-breaking of Armed Forces Reserve Center Park. Discussion followed. WRITTEN COMMUNICATIONS There were no written communications. NEW BUS I1lESS At this time Chairman Weiler brought up the subject of Park and Recreation Fees and read a letter from Commissioner LaBar, who was unable to be in attendance. In his letter, Commissioner LaBar questioned the refunding of In Lieu Park Fees to Leisure World and suggested that the Recreation Commission request an explanation from the City Attorney and/or City Council as to why the fees had not been used for park purposes. Discussion followed and Commissioner Thomas moved, second by Reilly, that a motion requesting an explanation be directed to the City Attorney and/or City Council. The motion passed on a 3-0 vote with Commissioner Procter abstaining. tilt OLD BUSINESS Final drafts incorporating rental fee changes for the use of municipal facilities were presented for Commission review. The drafts were approved and, on a motion by Reilly, second by Thomas, it was recommended that the proposed fee changes be presented to City Council for possible adoption. The motion was unanimously approved. The Junior Lifeguard programs for the City of Seal Beach, Long Beach and Huntington Beach were discussed in detail as to uniforms, staff, funding, etc. No Commission action was taken. Commissioner Weiler brought up the parking and illegal fishing problem at Edison Park and after discussion, Commissioner Weiler moved, second by Howard, to have the Commission Secretary direct a memorandum to City Council requesting assistance in resolving the problem.
