SEAL BEACH RECREATION AND PARKS COMMISSION
The Seal Beach Recreation and Parks Commission met in regular session on Tuesday>
June 12, 1979 in the City Council Chambers. The meeting was called to order by
Chairman Payne at 7:40 p.m. The Pledge of Allegiance was given.

OLD BUSINESS _
B. [)\oIP proposal
American Youth Hostel. Joe Fierstein and Pete Major gave a slide presentation
and discussion followed.

Development Proposal. Peter grand. Coastal Conservancy. was present to answer
questions regarding proposal. Commission discussed project at length.
A motion by Harding. second by TOTem. was unanimously approved to recommend the
acceptance,o~that portion of the proposed concept which pertains to park use with the
following suggestions made for City Council consideration:
1. Proposed acreage (70% of the development) seems adequate for the project~d
park uses.
2. Idea for Youth Host1e and projected location good provided entrance is kept
on opposite side of restaurant.
3. Fishing pier poorly located. Keep pier as a view site hut move fishing' pi,e}'
or ramp down into area adjacent to First Street beach parking lot neal"
existing restroom facilities where fishermen now go. MBI~~ this area accessible
to the handicapped as well.
4. Overflow parkino area on lower level would no't be conduc'iv~ to joint use: lIS -
playing courts {shUffleboard. etc.) during the day as many courts requim
curbings and/or special court surfaces which are not designed for foot or
automobile traffic. It was felt that the use of oil drip pans to preven~'oil
and grease from getting on the court areas would be of little value sinc&
each car would require a different size or pan location and the pans WQuld

5. The Sand Fountain was felt to be another problem area both from maintenance
and vandalism standpoints. It was pointed out that almost all recently-
constructed fountains in the Huntington Beach, Seal Beach arca are no longer
in operation. This includes the fountain at our own City Hall.
6. The Commission discussed the possibility of including a Par-Course (exercise
stations for joggers) in the proposed plans. We have had many requests for
this type 'of facility but have not had an area suitable for the activity.
It is felt that a Par-Course would lend itself well to the proposed develop-
ment. , . .

1. Letter of Resignation. Chairman Payne read letter from Commissioner Grannis
Parmelee stating, his resignation effective July 1, 1979.

2. Letter regarding Rough Water Swim. Chairman Payne read letter from Bob Griffith,
Director, requesting permission to conduct 11th Annual Rough Water Swim as in the past,
on July 22.
Torem moved" Harding second, to forward 1 etter to Ci ty Council recommending approval.
It was unanimously approved.
