SEAL BEACH PARK AND RECREATION CmmSSION
The Seal Beach Park and Recreation Commission met in regular session on Tuesday,
~larch 7, 1972, in the Council Chambers, City Administration Building. The meeting
was called to order by Chai~an Torem at 7:40 p.m. and the Pledge of Allegiance was
given.

Dreyer moved, Iseda second to approve the minutes of February 1, 1972 as written.

ORAL CO~~mNICATIONS
1.Iotion carried.
IIr. Jay Covington, 4557 Candleberry, spoke on the New Business item regarding the
situation in Shape 1 Park where the San Diego Freel~ay has been Iddened along the
southern boundary of the park. Mr. Covington was concerned ahout the physical
safety of the children and the high noise level due to the freeloJay. lie suggested
several alternatives: (1) Retaining Nall/Crash Barrier, (2) Sound Barrier, and
(3) Relocation of playground equipment. Mr. Covington also felt that the state
might be required to place a barrier on freeloJay side of wall in front of Shapell.
Discussion followed.
Iseda moved, Dreyer second, to have a departmental study regarding modification of
Shapell Park, to include research on each of the above alternatives.

It was suggested that department representatives be present at the next meeting.
It loJas also suggested that City Attorney be requested to look into matter of State
being requireu to place barrier in front of Shapell Park.

OLD BUSINESS
A. Bicycle Trails System. Osteen reported on bike trails. Discussion followed
regarding bicycle rack at the pier. Iseda suggested discussing the possibility of
parking area for bicycles at the beach with the City ~l:mager before summer.
B. Park Development. Osteen reported on the progress of the parks nON under
development and improvement.
Torem suggested that a date be set at the next meeting for a tour of the facilities.
NEI'I BUSINnss
Toren and Osteen reported on Recreation COl'lr.lissioners Workshop. Seal Beach ,,,ill
host the first in a continuing series of meetings of the same group for an informal
exchange of ideas sometime in April.
Dreyer reported on the opening of the Little Theater at Golden West College. It
was suggested that Osteen contact Colden West College to have the Park and Recreation
Commissioners and all residents of Seal Beach put on the mailing list.
Osteen reported on OOIM Basketball Tournament. "
