HomeMy WebLinkAboutPRC Min 1971-04-06 SEAL BEACH PARK ~'1D RECREATION COYJ.IISSION ~ The Seal Beach Park and Recreation Commission met in regular session 'on Tuesday, April 6, 1971 in Conference Room # 28, City Administration Building. The meeting was called to order by Vice-Chairman Kredell at 8:03 P.M. ROLL CALL Present: Herrera, Iseda, Kredell, Torem Absent: Dreyer APPROVAL OF MINUTES Torem moved, Herrera second, to approve the minutes of March 2, 1971. AYES: Herrera, Iseda, Kredell, Torem NOES: None Motion Carried. ORAL CmlMUNICATIONS '. Osteen spoke for Dreyer regarding Youth Symphony Orchestra presentation and the request for $150.00 for transportation. Torem moved, second by Kredell, to table discussion until the next meeting. AYES: Herrera, Iseda, Kredell, Torem Noes: None Motion Carried. NRITTEN COMMUNICATIONS Letter and petition from Bike & Trike Club was read. A letter indicating that the cycling paths requested are already on the original proposed map is to be written in response. '. OLD BUSINESS Proposed Bicycle Paths. General discussion I~as had on status of proposed paths. Iseda suggested that information be secured from LaJolla and Ila Vista regarding their bike paths. It was decided that a memorandum be sent to the City Council regarding the general ~ proposal. Iseda will present plan to City Council April 19, 1971. Iseda suggested that a recommendation be sent to State Division of Highways to standardize a bicycle path sign for the entire state. A contest could be initiated .. among elementary and intermediate school children in Seal Beach for best design. . NEW BUSINESS General discussion was had on current and proposed park and beach oriented programs and staff required to provide this phase of community service. Commission was pleased with proposed program but voiced concern over lack of applicants to fill vacant seasonal beach lifeguard positions. Torem requested information on hourly lifeguard pay scale as compared to other local cities. Commission felt, after discussion, that since Seal Beach had the lowest hourly pay scale on Southern California coast that this was one of the major factors contributing to lack of new applicants. Commission felt this was substantiated by the fact that Huntington Beach had one hundred and five applicants for summer lifeguard positions this year as compared to thirteen applicants for Seal Beach. Torem moved, second by Kredell, that a recommendation be sent to City Council for . pay increases for. hourly lifeguards comparable to those rates being offered by the City of Huntington Beach. These increases to be effective immediately so that Seal Beach could compete with other cities in securing and retaining the best qualified personnel available. Kredell to be present at C~ty Council meeting when this item is presented to speak further on the subject. AYES: Herrera, Iseda, Kredcll, Torem NOES: None ~Jotion Carried. Recreation Department staff was directed to compile a salary survey covering all hourly positions within the department in an effort to equalize rates with other cities and secure the best qualified personnel available.
