The Senl Bench Recreation and Park Commission met in regular session on Thursday,
November 5, 1970, in the Council Chambers at the City Administration Building.
CALL TO ORDER
The meeting was called to order at 7:45 P.~. by Jack Osteen, Director of Recreation.

Cnr.nnission chose to !,ostl'one selection of Chairman and Vice-Chairman until they
have had an opportunity to become better acquainted with Commission duties and
mOr.1bers.

Ordinances No. 470 and No. 499, Nhich govern the Seal Beach Recreation and Park
Commission, ,,"ere read and discussed. COr.1rnissi.on felt Ordinances were' out-dated
and should be reviewed for rossihle mnendment recommendations.
Kredell moved, second by Dreyer, to have Director of Recreation secure copies
of ordinances and/or related materials from other cities pr.rtaining to their
Recreation and Park Commission.

Dreyer moved, second by Iseda, to establish the first Thursday of each month,
at 7:30 P.~l., as the regular meeting time for the Recreation and Park Commission
and that the Commission Nould have the power to call special meetings when
necessary.
AYES: Dreyer, Herrera, Iseda, Kredell, Torem
NOES,: None
Motion carried.
Kredell raised question on possible use of federal funds, grants, etc., for
future development of facilities. Commission felt this Nas an excellent area
for research in the near future.
Dreyer reported on California Junior Symphony Orchestra Concert and the need
for such activities in Seal Beach. Commission was in agreement, but felt they
must first estahlish a framework within which the Commission would function
before moving into program related areas.
Torem moved, second by Herrera, that the first order of business for the
Recreation Commission should be to "define our moJO structure."
AYES: Dreyer, Herrera, Iseda, Kredoll, Torem

Motion carried.
Discussion followed regarding selection of date on Nhich Conmission would tour
existing recreation facilities. Sundny, Novemhcr 15, was selected. Group to
meet at City Hall at 10:00 A.M. Invitation to be extended to City ~!anager and
City Engineer.
Director of Recreation requested to provide each Commission member with all
availahle maps and plans on parks and also a copy of City General Plan Book
prior to tour.
