SEAL BEACH CABLE COMMUNICATIONS FOUNDATION BOARD OF DIRECTORS MEETING MINUTES FOR DECEMBER 20, 1993 The Board of Directors for the Seal Beach Cable Communications Foundation met on December 20, 1993 at 6:30 pm at Comcast Cablevision in Seal Beach California. Mr. Palmer called the meeting to order at 6:30 pm. PLEDGE OF ALLEGIANCE There was no pledge of allegiance. ROLL CALL Mr. Palmer, Mrs. Dahlin, Mr. C10w, Mr. Rowland, Mr. Mueller. Marla Kreps was absent. Barbara Luna from Comcast was present. CONSENT CALENDAR REVIEW OF MINUTES OF NOVEMBER 15 MEETING Mr. Clow questioned the coverage of the Founders day parade. This was discussed in the November meeting. Mr. Clow added he did not think Local Origination should do shows without the authorization of the Board. Mr. Palmer agreed. The Board said this will be mentioned to Marla so that she can take care of it. Mrs. Dahlin suggested a memo be written regarding this matter. She also said that the show can not be retracted since it's already been done. Mrs. Dahlin moved the minutes be received and placed on file without any corrections. Mr. Clow seconded the motion. AYES: Mr. Palmer, Mrs. Dahlin, Mr. Clow, Mr. Rowland ABSTAIN: Mr. Mueller MOTION PASSED: 4-1 CHECK REQUEST & FINANCIAL REPORT Mrs. Dahlin made the motion the check request and financial report be accepted and filed. Mr. Rowland seconded the motion. . . . pg. 2 SBCCF minutes 12/20/93 AYES: Mrs. Dahlin, Mr. Mueller, Mr. Clow, Mr. Palmer, Mr. Rowland NAYS: -0- MOTION PASSED: 5-0 OLD BUSINESS EQUIPMENT MAINTENANCE This was tabled until the next meeting. REMOVING THY KINGDOM COME Mr. Palmer stated this is the show that he thought made negative comments about American citizens. The Board watched the program. Mrs. Dahlin reviewed the supplemental material from "Community Channels, Free Speech & the Law. She drew the conclusion that the Board is not authorized to restrict programming content for Seal Beach public access. Mr. Palmer stated that if the Board rejected that particular tape, then the Board would be in error, but that particular tape has been on the air for three years. Mrs. Dahlin asked, "the same one"? Mr. Palmer said yes, "Marla has been receiving that tape for three years" . Mr. Bob Cochems introduced himself, then went on to say that "Thy Kingdom Come" is a series of tapes not just one individual tape. There are twenty four different programs. Mr. Palmer asked if he had any positive tapes. Mr. Cochems replied he does have positive tapes and that one them is entitled, "Happiness". Mr. Clow asked about the original producer, Leonard Fox, who began bicycling this show. Mr. Fox died in July. Mr. Clow stated that Leonard Fox never produced a program for Seal Beach pUblic access. Mr. Palmer then said since he never produced a program, "we really can't accept outside material." Mr. Rowland asked about the relationship between Leonard Fox and the program "Thy Kingdom Come." Mrs. Dahlin replied that Mr. Fox brought this show to the station originally. . . . pg.3 SBCCF minutes 12/20/93 Mr. Mueller said this is a bicycled tape, bicycled programming from other areas provided are given first priority. Further discussion ensued regarding bicycled programming. the station shows the local producers Mr. Arnold told the Board that they can control the air time, the time the program is shown. He said there has never been any problems with religious programs. Because the time is shared with the Cable company, the Board might want to put it back onto the Cable company since they have the lawyers to deal with it. Mr. Rowland asked if it was required that all bicycled programming be accepted. Mrs. Dahlin said SBTV can not be required to accept all bicycled programming but Leonard Fox was a producer and his application was obviously approved. Mr. Arnold suggested the Board should go to the Cable company for guidance. Mr. Cochems said he does not wish to force this program on anybody. Rather than causing problems he would rather thank SBTV for cablecasting the program. He withdrew his program. Mrs. Dahlin thanked him and said it was very gracious of him to do that. AUDIENCE COMMUNICATION Bob Cochems will contact Marla to pick up the tapes. Pete Arnold requested the Board to fund Los Alamitos high school men & women's soccer games. Mr. Arnold realizes he is not an access producer. He added that he spot checks the programming on channel three and since his time of being chairman of the Board, the quality of the programming has decreased. He has pushed constantly for heavy involvement with Los Alamitos sports in the highschools, middleschools, and elementary schools. Lois Cohn took full advantage of this Board and showed them how important community involvement is and the benefit it has to the cable company. So, he would like to urge the cooperation and the funding of one or two of these events. Last year Los Alamitos' soccer team was in the CIF championship tournament. Perhaps it could be done as one of the twenty five L.O. shows. . . . pg. 4 SBCCF minutes 12/20/93 Mr. Mueller suggested doing it as a public access van shoot. Mr. Arnold would have to get a public access producer to fill out the forms and produce the program. Mr. Clow said the problem is not finding a producer but financing the shows. He asked if Los Alamitos is covering any of these soccer games. Perhaps if not all of the twenty five programs have been spoken for a soccer game could be put in there. After further discussion, Mr. Clow motioned that the SBCCF allow for the two soccer games after the Board talks to Marla. Public access van shoots are $400.00. There was no second. Mrs. Dahlin modified the motion to state: the Board should find some way to televise the soccer games. Mr. Mueller seconded the motion. AYES: Mrs. Dahlin, Mr. Mueller, Mr. C1ow, Mr. Rowland, Mr. Palmer NAYS: -0- MOTION PASSED: 5-0 Peter Arnold urged the Board to get monthly updates about cable re- regulation. He also spoke of his concerns for the franchise agreement between Comcast and the city of Seal Beach. Mr. Arnold asked when the franchise agreement expires and what is the city manager going to do. He said the city manager will come to the SBCCF to pay for a formal request for a proposal for bid for the rewriting of the franchise agreement for the city of Seal Beach. He urges the Foundation to contact the colleges and schools which utilize the educational channels, encourage them to print brochures, t-shirts, hats, letterhead, subscriber information etc. advertising the channel and send the bills to the cable company. This would also help in the efforts to keep the local channels as they are. He suggests that the Foundation stay very informed. NEW BUSINESS Joe Palmer raised the issue of tape retention for the City Council meetings and asked that it be tabled to the next meeting in anticipation of receiving a memo from the Council. . . . pg. 5 SBCCF minutes 12/20/93 REPORTS None at this time. CORRESPONDENCE Joe Palmer stated that he had received a memo from Marla Kreps answering previous questions raised, and asked if everyone received it. He also asked whether anyone wished to discuss it. Joe stated that the memo did mention the suggestion by Jim Clow of engraving the equipment owned by the SBCCF and that she had not gotten any information back yet about it, but should have something after the holidays. The issue of splitting the cost of L.O. dubs was raised along with the issue of selling tapes by Comcast and it was suggested by Joe Palmer to be tabled until the next meeting. BOARD COMMUNICATIONS Mrs. Dahlin asked Marla Kreps to please NOT erase the microcassette from this meeting, due to the voluntary removal of "Thy Kingdom Come" by Mr. Cochems. ADJOURNMENT Mrs. Dahlin moved the meeting adjourned at 8:03 pm. Mr. Mueller seconded the motion. AYES: Mrs. Dahlin, Mr. C10w, Mr. Palmer, Mr. Mueller, Mr. Rowland NAYS: -0- MOTION PASSED: 5-0
