BOARD OF DIRECTORS MEETING
April 24, 1989
.
The Board of Directors of the Seal Beach Cable Communications
Foundation met in regular session at 7: 30 p.m., with Chairman Mr. Pet-
er Arnold calling the meeting to order and leading the Salute to the
Flag.
ROLL CALL
Present: Mr. Arnold, Mr. Stein, Mr. Yglesias, Mr. Clow
Absent: Mr. Looney
Minutes of Karch 27, 1989
Mr. Stein moved that the minutes be approved as written. Mr. Clow seconds.
AYES: Mr. Arnold, Mr. Stein, Mr. Clow
Noes: None (Mr. Yglesias abstains, as he was absent at the March meeting.)
NEW FUNDING REQUESTS--Shirley Roberts
Mrs. Roberts was unable to attend the meeting, and the Board asked that her
request be held over until their next meeting.

~undinR ReQuest--Suzan Grab
This proposal was for the purchase of videotape stock to be used for public
access programming and production. After a brief discussion, Mr. Clow moved
that the Board fund a total of $1,928.56 for the following videotapes: 20
five minute 3/4"; 30 ten-minute 3/4"; 30 twenty minute 3/4"; 30 thirty-min-
ute 3/4"; 30 sixty-minute 3/4"; 40 minis 3/4"; 20 sixty minute VHS; and 20
two-hour VHS tapes. Mr. Stein seconds. Before voting, the Board asked Miss
Grab to prepare a list of access programs that are on 3/4" tape that could
possibly be recycled, and Mr. Arnold questioned the need for out-of-date
master tapes (specifically those without a historical value) to be kept, un-
used, on a shelf.

FundinR Request--Suzan Grab
This request concerned the repair of the camcorder, and Miss Grab told the
Board that it would cost approximately $845.00 (before tax.) The problem with
the camcorder was that the imaging unit had failed. Mr. Arnold suggested that
the camcorder not be repaired, but instead the Board should consider purchas-
ing an entirely new camcorder. After a full discusaion of thia idea, and of
the technical merits of various camcorders, the Board suggested that Miss
Grab research the cost of replacing the camcorder with a new purchase, and,
~ possible, bring to the Board's next meeting at least three recommendations
.., camcorders.

Mrs. Roberts was unable to attend the meeting, and the Board asked that her
request be held over until their next scheduled meeting.

Checks Requested for March
~There was no action necessary or taken; this item was for the Board's infor-
~ation. Mr. Clow suggested that staff send letters of thans to the editors
of the Golden Rain News and the Los Alamitos News-Enterprise, in consider-
ation of their ongoing placement of SBTV lineups in their newspapers at no
cost.
Financial Report from City
Mr. Stein had a few questions regarding the printout received form the Fin-
ancial Director, and Mr. Arnold asked the Board members to return to the
next meeting with any suggested changes in the layout of the Financial Re-
port. There was no action necessary or taken on this item, however.
Equipment Purchase and Installation
Mr. Arnold updated the Board on the status of the installation, including
construction of the room at City Hall which will house the video equipment.
There was a brief discussion of this item, but no action was taken.
LIO ProRram Update---Comcast Cable
Miss Grab told the Board that a proposed production of a Leisure World Bowl-
ing Tournament was being cancelled due to an inability of Comcast to secure
the proper video equipment for the coverage. She explained that the Seal Beach
Mobile Van was previously scheduled to be used in a production in Milwaukee,
Wisconsin, but Comcast had arranged to rent another Van. Unfortunately, the
owners of the rented Van backed out at the last minute, citing the arrival
of President Bush in Orange County (the rented van was being pulled from Com-
cast to provide coverage of that event.) This left Comcast of Seal Beach
411tithout a Mobile Production Van, and management felt that the prodcution
quality would suffer greatly without the proper equipment and cancelled the
coverage. Mr. Clow expressed his strong disappointment over this decision, and
Mr. Arnold immediately directed staff to contact the Comcast General Manager
and have him call Mr. Arnold in the morning. Mr. Arnold also told Comcast to
finish this production, regardless of prior events, and to cover the bowl-
ing tournament with whatever video equipment was available. The Board had a
discussion of this problem; then Mr. Clow moved that the Board send their
message of extreme disappointment to Comcast, especially considering that
Comcast had reneged on their earlier commitment to tape this event. Mr. Ygles-
ias seconds.

Audience Communications
The Board thanked Mayor Hunt for attending the meeting. Miss Grab told the
Board that she had attempted to contact by phone and by letter the individ-
ual producers who have outstanding (unpaid) access fees, and had so far been
unsuccessful. The Board then suggested Miss Grab send certified letters to
these producers; this would at least provide an acknowledged return reseipt.
NEW BUSINESS--Southern California Consortium Information
This was a correspondence providing information on costs of dubbed education-
al course from the Consortium; Mr. Arnold told the Board that they should be
~onsiderimg..this type of information for future discussion.
Letter of Thanks--McGaugh School
This item was for the Board's information; there was no action necessary
or taken. Mr. Arnold and the Board of Directors also commended Mrs. Lois
Cohn and Mr. Ander Dupuy for their ACE Award nominations, noting that these
nominations provide national recognition for the public access program
i~, S~a; Beach.

It was the consensus of the BOard, and so ordered by the Chair, to adjourn
the Seal Beach Cable Communications Foundation at 9:00 p.m.
