I am a resident of Seal Beach and a member of Los Cerritos Wetlands. I also was past
president of a 300 unit residential community in Leisure World and former Treasurer of the
Golden Rain Foundation which governs Leisure World. We are a nonprofit with an annual budget
of 40M in operational and pass finance. Leisure World is 1 acre away from this project. I have
five areas of concern for this project of solar panels and subsequent arrays for the project to
function. I think we need the results of an EIR for concerns of the solar project for
generating electricity for a commercial use.
First, is there a count for inverters to transmit the solar conversions to
usable energy? Inverters tend to be the weakest link in that they do not last very long in
transmission of energy. They have to be replaced every 3-6 years. Inverters create move ment,
although small and discharge energy that animals /birds/insects detect. How many maintenance
structures are we talking about? Roads and pads need to be built to accommodate maintenance
and replacement. This is in the areas adjacent to the Wetlands pristine and not so pristine
acres. Again, inverters fail consistently with use. Alot....
Second, 4.66 acres of disturbed land cause the snakes, birds, mice, rats, volles, gophers and
moles plus other wildlife to migrate elsewhere. They just don't die, they move over and occupy
wetland areas which results in crowding and unnatural disturbances. Has this been addressed in
a wetlands area? This is usually not addressed in wildlands/wetlands proposals.
Third, the friction, low vibrations and heat generated by panels interferes with birds and other
ground animals. The equipment that creates the transfer of raw solar power to usable power
also has its own set of interferences. This is a big project next to a degraded but continuing
wetlands. Some areas of wetlands near this project are virgin areas and not disturbed. Some
of the disturbed areas have been intact for 100 years since the area has not been in
agricultural productions or commercial uses for that long. The wetlands have adapted to the
uses of the 1800-1900's in this area. I guess it's a 100 year old virgin area.
Fourth, adding mechanical issues to semi pristine areas causes native animals to diminish and non
native animals and plants to displace the natives. How is this to be mitigated?

Finally, 3100 panels require constant monitoring and maintenance. As I tried to say in points 1-
4. Isn't there another area for this solar farm that is not as sensitive? I believe that the
applicant has other alternative sites but wants to just use this area because of why? It seems
that there are sites north and east of the boundary that could be further from the wetlands
and currently in semi commercial use. Please ask for justification of this location to stated and
known sensitive areas.
