HomeMy WebLinkAboutEmailed Comment from Christina ConleyDecember 2, 2025 Shaun Temple Planning Manager, City of Seal Beach Community Development Department 211 Eighth Street Seal Beach, CA 90740 RE: Hellman Solar PV Electrical System Project Dear Mr. Temple, As members of the Native American Tribal Advisory Group for the restoration of the Los Cerritos Wetlands, we are concerned that a destructive solar farm will threaten our ancestral sacred tribal land (Puvungna Village), which is in the process of rehabilitation for the biological life and for the community of Seal Beach as a whole. Los Cerritos Wetlands has been identified by Los Cerritos Wetland Authorities CEQA process as a tribal traditional cultural landscape. The land has been exploited for resources for over 100 years without reciprocity or rest. The proposed solar farm will continue the disregard for the sensitivity of the biological life surrounding the wetlands. Ultimately, this additional disruption of the land will deplete the already challenged wetlands and the sensitive nesting area for the Heron Pointe Bioswale with the expected 96-decibel level of noise and the glare of the unsightly panels. The tribal community and the Seal Beach residents have collaborated for the enduring benefit of the future of the Los Cerritos Wetlands for all to enjoy, including the biological life, not the few. Considering the significant risk the solar panels pose to the biological life and unsightly appearance to the Los Cerritos Wetlands, the requirement of having a full environmental review of this project is reasonable. The biological life the wetlands has struggled to support over the decades, is on the verge of a historic comeback story; but if this solar farm is approved, it will have destroyed a rare opportunity to right the harms of the past and rob future generations of the priceless enjoyment of our sacred land and biological life.
