Subject:Public Comment Regarding Hellman Ranch Solar PV System
Dear Mr. Temple,
I am writing to voice my concern regarding the proposed solar photovoltaic system at Hellman Ranch in
Seal Beach. As a biologist who specializes in wetlands ecology and works in this area, it is my opinion
that the proposed project needs review and requires an environmental assessment before being
approved.
This project is located next to a sensitive wetland ecosystem, and there are multiple state and federally
endangered species that are known to live in and around this area, including southern tarplant, Belding’s
Savannah sparrow, and least Bell’s vireo. In order to fully understand the impacts this project could have
on the wetlands and to avoid serious legal repercussions, experienced biologists should review the
project plans, conduct biological surveys, and write a non-biased scientific report on the long term
effects of developing this area.
