Vice Chair Mingione called the Planning Commission meeting to order at 7:00 p.m.
Vice Chair Mingione led the Pledge of Allegiance.

PUBLIC COMMUNICATIONS
Vice Chair Mingione opened public communications. Speakers: Ken Seiff, Vice Chair
Mingione closed public communications.
City Clerk Harper announced that 24 emailed comments were received after the posting of
the agenda; they were distributed to the Commission and made available to the public.
APPROVAL OF AGENDA
By Motion of the Planning Commission this is the time to notify the public of any changes
to the agenda, re-arrange the order of the agenda, and provide an opportunity for any
member of the Planning Commission or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Commissioner Campbell, second by Commissioner Nolta to approve the
agenda.

CONSENT CALENDAR
A. Approval of the September 2, 2025, Planning Commission Minutes
Motion by Commissioner Campbell second by Commissioner Nolta to approve the consent
calendar.

NEW BUSINESS
B. Minor Use Permit 22-03
1 Pacific Coast Highway, Seal Beach, CA 90740
Applicant: Hellman Ranch Oil and Gas Production Facility
Request: For a Minor Use Permit (MUP 22-03) to allow the installation and operation of a
1.5 megawatt (MW) fixed-tilt ground mounted solar photovoltaic (PV) system at the existing
Hellman Ranch Oil and Gas Production Facility (OGPF).
Recommendation: After conducting the Public Hearing, staff recommends that the Planning
Commission adopt Resolution No. 25-06 adopting the Mitigated Negative Declaration and
to adopt Resolution No. 25-07 APPROVING MUP 22-03 with Conditions.
Interim Community Development Director Temple provided a comprehensive staff report.
Vice Chair Mingione opened the public hearing. Speakers: Elizabeth Lam, Anna
Christenson, Diane Sungstrom, Gordana Cager, Ken Seiff, Applicant: Devin Shay, Vice
Chair Mingione closed the public hearing.
A discussion ensued between Commissioner Campbell, applicant Devin Shay, and
contractor James Reeve. Vice Chair Mingione's questions and concerns were addressed by
MRS Environmental President, John Pierson, Interim Community Development Director
Temple, applicant Devin Shay, and contractor James Reeve.
Motion by Vice Chair Mingione, second by Commissioner Nolta to adopt Resolution No.
25-06 adopting the Mitigated Negative Declaration.

Motion Carried.
Vice Chair Mingione suggested a revision to Condition 6 to state that soil testing shall be
performed at pile-hole depth before redistribution of excavated soil; a report shall be
submitted to the City assessing the presence of hydrocarbon and appropriate removal of
soil if hydrocarbon is deemed to be present. Vice Chair Mingione moved, second by
Commissioner Nolta to adopt Resolution 25-07 with Condition as amended, approving MUP
22-03 with Conditions.

Motion Carried.
Senior Assistant City Attorney Greyson noted that there is a 10-day appeal period that
starts September 30, 2025.
PUBLIC HEARINGS - None
DIRECTOR'S REPORT
Interim Community Development Director Temple announced that the Housing Element
update, along with the rezoning program, will be discussed at the upcoming Planning
Commission Meeting on October 6, 2025. A dedicated webpage for the Housing Element
has been created, featuring documents and links to previous meetings, state
correspondence, and the draft housing element.
