City of Seal Beach — Meeting of the Planning Commission
October 6, 2025
Chair Wheeler called the Planning Commission meeting to order at 7:00 p.m.
Commissioner Nolta led the Pledge of Allegiance.

PUBLIC COMMUNICATIONS
Chair Wheeler opened public communications. Speakers: None, Chair Wheeler closed
public communications.
Deputy City Clerk DeCriscio announced that two emailed comments were received with five
total supplemental communications.
APPROVAL OF AGENDA
By Motion of the Planning Commission this is the time to notify the public of any changes
to the agenda, re-arrange the order of the agenda, and provide an opportunity for any
member of the Planning Commission or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Commissioner Campbell, second by Vice Chair Mingione to approve the
agenda.

Motion by Vice Chair Mingione second by Commissioner Nolta to approve the consent
calendar.

PUBLIC HEARINGS
B. Consideration of Environmental Impact Report, 2021 —2029 (6th Cycle) Housing Element
Update, and Amendments to Zoning Code and Zoning Map, and Main Street Specific Plan
Citywide
Applicant: City of Seal Beach
Request: Consideration of Environmental Impact Report, 2021-2029 (6th Cycle) Housing
Element Update, and Amendments to Zoning Code and Zoning Map, and Main Street
Specific Plan.
Recommendation: After conducting a Public Hearing, staff recommends the Planning
Commission adopt Resolution No. 25-08, a resolution of the Seal Beach Planning
Commission recommending that the City Council certify the Final Environmental Impact
Report and adopt Findings of Fact and a Statement of Overriding Considerations, and adopt
Mitigation Monitoring and Reporting Program under the California Environmental Quality Act
for the 2021-2029 (6th Cycle) Housing Element Update; and Resolution No. 25-09, a
resolution of the Seal Beach Planning Commission recommending that the City Council
adopt the 2021-2029 Housing Element Update; adopt amendments to the Zoning Code,
Zoning Map, and Main Street Specific Plan to implement the 2021-2029 (6th Cycle) Housing
Element, to fulfill State housing law.
Interim Community Development Director Temple, Stantec, and Lise Wise Consulting
provided a comprehensive staff report.
Chair Wheeler opened the public hearing. Speakers: Charlie Kluger, Susan Perrell, Theresa
Miller, Schelly Sustarsic, Chair Wheeler closed the public hearing.
A discussion ensued between the Chair, Commissioners and Interim Community
Development Director Temple and Trevor Macenski and Anna Radonich from Stantec, and
David Bergman and Monica Szydlik from Lisa Wise.
Motion by Commissioner Nolta, second by Chair Wheeler to adopt Resolution No. 25-08
recommending the City Council certify the Final Environmental Impact Report.

Motion Carried.
Vice Chair Mingione proposed a revision to the Zone Text Amendment to clarify that the
50% residential requirement for the new mixed-use zone be included within the code
language, and that its application is specific to new development projects so that existing
commercial structures could change out commercial tenants of different use types without
issue. Vice Chair Mingione moved, second by Commissioner Nolta to adopt Resolution 25-
09 as amended.

Motion Carried.
Senior Assistant City Attorney Greyson noted these are recommendations; there are no
final actions with no appeal, it will go directly to the City Council.
DIRECTOR'S REPORT
Interim Community Development Director Temple announced that the item is tentatively
scheduled with the City Council on October 27, 2025. A dedicated webpage for the
Housing Element has been created, featuring documents and links to previous meetings,
state correspondence, and the draft Housing Element.
COMMISSION CONCERNS — None
Chair Wheeler apologized for her absence from the previous meeting.
ADJOURNMENT
Chair Wheeler adjourned the Planning Commission meeting at 9:23 p.m. to Monday,
October 20, 2025, at 7:00 p.m.
