Chair Wheeler called the Planning Commission meeting to order at 7:00 p.m.
Commissioner Perrell led the Pledge of Allegiance.

PUBLIC COMMUNICATIONS
Chair Wheeler opened public communications. Speakers: None, Chair Wheeler closed
public communications.
City Clerk Harper announced that no emailed comments were received.
APPROVAL OF AGENDA
By Motion of the Planning Commission this is the time to notify the public of any changes
to the agenda, re-arrange the order of the agenda, and provide an opportunity for any
member of the Planning Commission or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Commissioner Campbell, second by Commissioner Nolta to approve the
agenda.

CONSENT CALENDAR
A. Approval of the October 6, 2025, Planning Commission Minutes
Motion by Commissioner Wheeler second by Vice Chair Mingione to approve the consent
calendar.

PUBLIC HEARINGS
B. Conditional Use Permit 25-0004 and Variance 25-0002
Applicant: Chuck Kluger on behalf of Saint Anne Church
Request: For a Conditional Use Permit (CUP-25-0004) to demolish and rebuild the parish
hall and offices of an existing religious facility use and to demolish two single family
residences and replace them with Priest Residences (5-unit residential structure) in the
Residential High Density (RHD-20) zoning area. For a Variance (VAR-25-0002) to maintain
the existing non-conforming rear setback at 2 '6" for the proposed parish offices, reduce the
required landscaping percentages to allow for an increase in parking, waive the requirement
to plant trees in the parking lot, reduce the required landscape separation, remove the
garage/carport standard for the Priest Residence, and allow for rooftop mechanical
equipment to exceed the 25' height maximum for a non-residential building.
Recommendation: After conducting the Public Hearing, staff recommends that the Planning
Commission adopt Resolution No. 25-10, APPROVING Conditional Use Permit 25-0004 and
Variance 25-0002 with Conditions and find the project exempt from the California
Environmental Quality Act.
Commissioner Nolta excused herself, as she is an active member of Saint Anne's Church.
Associate Planner Garcia provided a comprehensive staff report.
Chair Wheeler opened the public hearing. Speakers: Applicant Chuck Kluger, Mark Arnold,
Julie Enriquez, Morean Peacar, Chair Wheeler closed the public hearing.
A discussion ensued between the Chair, Commissioners, Interim Community Development
Director Temple, and Applicants Chuck Kluger and Don Schmidtz.
Motion by Vice Chair Mingione, second by Commissioner Campbell to adopt Resolution
No. 25-10 with the addition of eight trees and amendments approving Conditional Use
Permit 25-0004 and Variance 25-0002.
AYES: Mingione, Campbell, Perrell
NOES: Wheeler
ABSENT: None
ABSTAIN: Nolta
Motion Carried.
Senior Assistant City Attorney Greyson there is a 10-day appeal period that starts
November 18, 2025.
