A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
AWARDING AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A PUBLIC WORKS AGREEMENT WITH KYA
SERVICES, LLC FOR THE SEAL BEACH TENNIS AND
PICKLEBALL CENTER COURT RESURFACING AND LED
LIGHTING UPGRADES, CIP PR2501
WHEREAS, the Seal Beach Tennis and Pickleball Center (SBTPC) is one of the
City's most frequently used recreational facilities and requires court resurfacing
and lighting upgrades to accommodate increased usage; and,
WHEREAS, funding for the proposed improvements was included in the Fiscal
Year 2025-2026 Capital Improvements Program (CIP) for the renovation of tennis
and pickleball court and upgrades to LED lighting; and,
WHEREAS, Seal Beach Municipal Code Section 3.20.025(D) provides an
exemption from the City's competitive bidding requirements for purchases made
in cooperation with state, county, or other government entities to obtain lower
pricing under the same terms, conditions, and specifications; and,
WHEREAS, staff solicited a proposal from KYA Services, LLC (KYA) to complete
the project using KYA's California Multiple Award Schedule (CMAS) 4-20-78-
0089C; and,
WHEREAS, in addition to utilizing CMAS pricing, KYA obtained quotes from
multiple CMAS subcontractors to ensure the City received the most competitive
pricing for the project; and,
WHEREAS, on November 18, 2025, KYA submitted a proposal for the project in
the not-to-exceed amount of$419,914.81; and,
WHEREAS, KYA holds the required contractor licenses, including "A" General
Engineering, "B" General Building, "C-10" Electrical, and "C-33" Painting and
Decorating, and is a qualified firm to perform the project.
NOW, THEREFORE, the Seal Beach City Council does resolve, declare,
determine, and order as follows:
Section 1. The City Council hereby approves the scope of work, specifications
and other contract documents for the Seal Beach Tennis and
Pickleball Center Court Resurfacing and LED Lighting Upgrades,
CIP PR2501 (Project).
Section 2. Based on the recitals set forth above, which are incorporated herein
by this reference, the City Council hereby awards a Public Works
Agreement to KYA Services, LLC for the Project in a not-to-exceed
amount of $419,914.81, utilizing KYA's California Multiple Award
Schedule (CMAS) 4-20-78-0089C.
Section 3. The City Council hereby authorizes and directs the City Manager to
execute the Public Works Agreement with KYA on behalf of the City
for the Project.
Section 4. The City Council hereby authorizes the City Manager to approve
additional work requests up to $42,085.19 and inspection services
up to $8,000 in connection with the Project, in the cumulative not-to-
exceed amount of$50,085.19.
PASSED, APPROVED AND ADOPTED by the Seal Beach City Council at a
regular meeting held on the 26th day of January 2026 by the following vote:
