All rights reserved.www.iteris.com 3 4 What Are Development Impact fees? •One-time fee are paid by new development to fund the public infrastructure needs of new residents and workers •Fees CAN fund: ‒New public infrastructure and facility projects that serve growth ‒Remodel/improve existing public infrastructure to expand capacity •Fees CANNOT fund: ‒Fixing a deficiency in level of service to existing residents ‒Personnel costs (e.g., salaries, benefits) •Differ from user fees or permit fees, which are limited to covering the cost of a specific service or regulatory function •The Mitigation Fee Act (AB 1600) establishes procedural and substantive requirements for fee adoption. •Codified in SBMC Chapter 4.10 (Transportation Impact Development Fee) © 2026 Iteris, Inc.
