Chair Wheeler called the Planning Commission meeting to order at 7:00 p.m.
Vice Chair Mingione led the Pledge of Allegiance.

PUBLIC COMMUNICATIONS
Chair Wheeler opened public communications. Speakers: None, Chair Wheeler closed
public communications.
City Clerk Harper announced that no emailed comments were received.
APPROVAL OF AGENDA
By Motion of the Planning Commission this is the time to notify the public of any changes
to the agenda, re-arrange the order of the agenda, and provide an opportunity for any
member of the Planning Commission or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Commissioner Campbell, second by Vice Chair Mingione to approve the
agenda.

Motion by Commissioner Campbell second by Commissioner Perrell to approve the

B. Reorganization of the Planning Commission — Election of a Chairperon and Vice
Chairperson for 2026
Commissioner Campbell nominated Vice Chair Mingione as Chairperson of the Planning
Commission, Vice Chair Mingione declined. Commissioner Campbell nominated Chair
Nolta as Chairperson of the Planning Commission, Chair Nolta declined. Vice Chair
Mingione nominated Chair Wheeler as Chairperson of the Planning Commission for 2026.
There were no other nominations.

NEW BUSINESS — None
PUBLIC HEARINGS
C. Minor Use Permit 25-0010
Applicant: Latasha Turpin
Request: For a Minor Use Permit (MUP 25-0010) to allow the operation of a 925
square foot commercial recreation business (children's event space) located in the
Mixed Commercial/Residential High Density (MC/RHD) zoning area.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 26-01 , APPROVING Minor Use Permit 25-
0010 with Conditions.
Associate Planner Garcia provided a comprehensive staff report. Interim Community
Development Director Temple answered Commissioner Campbell's concerns.
Chair Wheeler opened the public hearing. Speakers: Applicant Latasha Turpin, Chair
Wheeler closed the public hearing.
A discussion ensued between the Chair, Commissioners, Interim Community Development
Director Temple, Associate Planner Garcia and Applicant Latasha Turpin.
Motion by Vice Chair Mingione, second by Commissioner Nolta to adopt Resolution No.
26-01 approving Minor Use Permit 25-0010 with conditions.

Senior Assistant City Attorney Greyson there is a 10-day appeal period that starts January
21, 2025.
DIRECTOR'S REPORT — None
At the City Council Meeting on January 26, 2026, two new committees will be established.
The first is the Business First Committee for Economic Development, and the second is an
Olympic Committee to explore ways the City can participate in the Olympics. Anyone
interested in joining these committees is encouraged to watch the City Council Meeting for
further information on the next steps.

Chair Wheeler adjourned the Planning Commission meeting at 7:21 p.m. to Monday,
February 2, 2026, at 7:00 p.m.
