A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING THE APPLICATION FOR AND RECEIPT OF
GRANT FUNDS FOR THE ORANGE COUNTY WASTE AND
RECYLING REGIONAL RECYCLING AND EDIBLE FOOD
RECOVERY PROGRAM
WHEREAS, the City of Seal Beach (City) desires to maintain and expand its Edible Food
Recovery (EFR) Program in compliance with AB 939 and SB 1383; and,
WHEREAS, the City will submit a joint application in partnership with Abound Food Care
(Abound)for the Orange County Waste & Recycling Regional Recycling and Edible Food
Recovery Grant (RREFR) Program; and,
WHEREAS, the City will act as the Lead Applicant for the RREFR.
NOW, THEREFORE, the Seal Beach City Council does resolve, declare, determine, and
order as follows:
Section 1. The City Council hereby authorizes the City Manager, or designee, to
submit a joint application with Abound Food Care for the OC Waste &
Recycling Regional Recycling and Edible Food Recovery Grant Program;
and to accept any grant funds awarded.
Section 2. The City Council hereby designates and directs the City Manager to execute
all necessary documents to apply for, accept, receive, provide the
assurance, certifications, commitments required, and other all grant-related
documents necessary to secure funds and implement the Program.
Further, the City Council authorizes the City Manager, at his discretion, to
delegate any or all of the authority regarding the EFR and/or RRERR.
Section 3. The City Council hereby authorizes a grant term, if received, until May 11,
2031. If the resolution expires during the application period, a new valid
resolution will be provided to OC Waste & Recycling.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution.
PASSED, APPROVED and ADOPTED by the Seal Beach City Council at a regular
meeting held on the 11th day of May 2026 by the following vote:
AYES: Council Members Kalmick, Wong, Senecal, Steele, Landau
NOES: Council Members
ABSENT: Council Members
ABSTAIN: Council Members
