A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING AGREEMENTS FOR PROFESSIONAL SERVICES
WITH OCY MANAGEMENT, LLC, AND PARKING CONCEPTS
INC., DBA TRANSPORTATION CONCEPTS, TO PROVIDE
TRANSPORTATION SERVICES FOR SENIORS AND
INDIVIDUALS WITH DISABILITIES
WHEREAS, the City desires to retain both OCY Management, LLC and
Parking Concepts, Inc., dba Transportation Concepts, to provide
transportation services for seniors and individuals with disabilities; and,
WHEREAS, on May 24, 2021, the City entered into professional services
agreements with both OCY Management, LLC and Parking Concepts, Inc., dba
Transportation Concepts, for a three (3) year term with two (2) additional one (1)
year extensions, expiring May 24, 2026; and,
WHEREAS, on November 3, 2025, the City issued a Request for Proposals for
Transportation Services for Seniors and Individuals with Disabilities; and,
WHEREAS, on January 7, 2026, the City received three (3) proposals in
response to the Request for Proposals; and,
WHEREAS, the City performed a detailed review and evaluation of the proposals
and deemed the following firms to be most qualified to provide such services:
• OCY Management, LLC (OCY Management)
• Parking Concepts, Inc., dba Transportation Concepts (Transportation
Concepts); and,
WHEREAS, the City has determined that OCY Management, LLC is qualified to
provide Dial-A-Ride services for seniors and individuals with disabilities; and,
WHEREAS, the City has determined that Parking Concepts, Inc., dba
Transportation Concepts, is qualified to provide shuttle services for seniors and
individuals with disabilities.
NOW, THEREFORE, the Seal Beach City Council does resolve, declare,
determine, and order as follows:
Section 1. The City Council finds that all recitals set forth above are true
and correct and incorporates them herein by this reference.
Section 2. Approves and awards a Professional Services Agreement to
OCY Management, LLC for Dial-a-Ride services for seniors and
individuals with disabilities, for a three-year term in the not-to-
exceed amount of $180,000 pursuant to the Proposal submitted
by OCY Management, LLC dated January 5, 2026; and rejects
all other proposals.
Section 3. Approves and awards a Professional Services Agreement to
Parking Concepts, Inc., dba Transportation Concepts, for shuttle
services for seniors and individuals with disabilities, for a three-
year term in the not-to-exceed amount of $724,000 pursuant to
the Proposal submitted by Parking Concepts, Inc., dba
Transportation Concepts dated January 7, 2026; and rejects all
other proposals.
Section 4. Authorizes the City Manager to extend the original term with
OCY Management, LLC. by up to two one-year extensions for
the not-to-exceed amount of $60,000 for each extension.
Section 5. Authorizes the City Manager to extend the original term with
Parking Concepts, Inc., dba Transportation Concepts by up to two
one-year extensions, for which the total compensation for each
extension shall not exceed the amount paid during the
preceding term, adjusted by the percentage change in the
Consumer Price Index (CPI-U) for the Los Angeles-Long Beach-
Anaheim, CA area for the month of March of the current year. In111
no event shall the annual adjustment to the not-to-exceed
amount exceed five percent (5%).
Section 4. Authorizes the City Manager to execute the Agreements with
OCY Management, LLC and Parking Concepts, Inc., dba
Transportation Concepts, on behalf of the City and any
amendments or extensions thereafter.
PASSED, APPROVED AND ADOPTED by the Seal Beach City Council at a
regular meeting held on the 11th day of May 2026 by the following vote:
AYES: Council Members Kalmick, Wong, Seneca!, Steele, Landau
