A RESOLUTION OF THE SEAL BEACH CITY COUNCIL ADOPTING
THE 2025 URBAN WATER MANAGEMENT PLAN
WHEREAS, the California Urban Water Management Planning Act, (Wat. Code §10610,
et seq. (the Act), mandates that every urban supplier of water providing water for
municipal purposes to more than 3,000 customers or supplying more than 3,000 acre-
feet of water annually, prepare an Urban Water Management Plan (UWMP); and,
WHEREAS, these plans support suppliers' long-term resource planning to ensure that
adequate water supplies are available to meet existing and future water needs; and,
WHEREAS, the UWMP must be adopted by the supplier's governing body and submitted
to the California Department of Water Resources (DWR); and,
WHEREAS, the City of Seal Beach (City) is an urban water supplier subject to this
requirement; and,
WHEREAS, on June 14, 2021, the City Council adopted the City's 2020 UWMP and
Water Shortage Contingency Plan (WSCP) by Resolution 7164 and 7165, and
subsequently amended the WSCP by Resolution 7290 on May 23, 2022; and,
WHEREAS, the City has prepared the 2025 UWMP as an update to the 2020 UWMP on
the City's water resource needs, water use efficiency programs, water reliability
assessments, and strategies to mitigate water shortage conditions; and,
WHEREAS, the City's 2025 UWMP contains all elements to satisfy compliance with the
Act as amended since 2020; and,
WHEREAS, in accordance with applicable law, including Water Code section 10642, and
Government Code section 6066, a Notice of a Public Hearing regarding adoption of the
City's 2025 UWMP was published within the jurisdiction of the City of Seal Beach on April
23, 2026 and April 30, 2026; and,
WHEREAS, in accordance with applicable law, including but not limited to Water Code
section 10642, a public hearing was held on May 11, 2026 at 7:00 PM, or soon thereafter,
in the Council Chambers of the City located at 211 Eighth Street, Seal Beach, in order to
provide members of the public and other interested entities with the opportunity to be
heard in connection with proposed adoption of the 2025 UWMP and issues related
thereto; and,
NOW, THEREFORE, the Seal Beach City Council does resolve, declare, determine and
order as follows:
Section 1. The 2025 UWMP is hereby adopted as amended by changes incorporated
by the Seal Beach City Council as a result of input received (if any) at the
public hearing and ordered filed with the City Clerk of the Seal Beach City
Council.
Section 2. The City Manager, or designee, is authorized and directed to file a copy of
the City's 2025 UWMP with the DWR, the California State Library, and any
city or county within which the City provides water supplies within 30 days
but no later than July 1, 2026.
Section 3. The 2025 UWMP shall be available for public review during the City's
normal business hours no later than 30 days after filing a copy of the plan.
Section 4. This Resolution shall take effect immediately upon its adoption by the City
Council, and the Clerk of the Council shall attest to and certify the vote
adopting this Resolution.
PASSED, APPROVED and ADOPTED by the Seal Beach City Council at a regular
meeting held on the 11 th day of May 2026 by the following vote:
