ROLL CALL Present: Commissioners: Campbell, Nolta, Mingione, Wheeler, Perrell Absent: Commissioner: None Staff Present: Amy Greyson, Senior Assistant City Attorney Shaun Temple, Interim Community Development Director Patricia Garcia, Associate Planner Gloria Harper, City Clerk ORAL COMMUNICATIONS Chair Wheeler opened oral communications. Speakers: None, Chair Wheeler closed public communications. City Clerk Harper announced that no emailed comments were received. APPROVAL OF AGENDA By Motion of the Planning Commission this is the time to notify the public of any changes to the agenda, re -arrange the order of the agenda, and provide an opportunity for any member of the Planning Commission or staff to request an item be removed from the Consent Calendar for separate action. Motion by Commissioner Campbell, second by Vice Chair Mingione to approve the agenda. AYES: Campbell, Mingione, Nolta, Wheeler, Perrell NOES: None ABSENT: None ABSTAIN: None Motion Carried. CONSENT CALENDAR A. Approval of the February 2, 2026, Planning Commission Minutes Motion by Commissioner Campbell second by Commissioner Perrell to approve the consent calendar. AYES: Wheeler, Mingione, Nolta, Campbell, Perrell NOES: None ABSENT: None ABSTAIN: None Motion Carried. CONTINUED ITEM(S) — None SCHEDULED MATTERS — None NEW BUSINESS — None PUBLIC HEARINGS B. Minor Use Permit 26-0001 Applicant: Mark Wheeler on behalf of Hobart and Caren Bowers Request: For Minor Use Permit (MUP 26-0001) to permit a covered rood access structure to exceed the maximum roof height for a new single-family residence in Surfside Colony in the Residential Low Density (RLD-9) Zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 26-03, APPROVING Minor Use Permit 26-0001 with Conditions and find the project exempt from CEQA. Associate Planner Garcia provided a comprehensive staff report. Interim Community Development Director Temple and Associate Planner Garcia answered Commissioner Perrell, Chair Wheeler, and Commissioner Nolta concerns. Chair Wheeler opened the public hearing. Speakers: None, Chair Wheeler closed the public hearing. Motion by Commissioner Campbell, second by Commissioner Nolta to adopt Resolution No. 26-03 approving Minor User Permit 26-001 with Conditions and find the project exempt from CEQA. AYES: Campbell, Nolta, Perrell, Mingione, Wheeler NOES: None ABSENT: None ABSTAIN: None Motion Carried. Senior Assistant City Attorney Greyson noted there is a 10-day appeal period that starts March 17, 2026. DIRECTOR'S REPORT — Interim Community Development Director Temple wished everyone a Happy St. Patrick's Day. COMMISSION CONCERNS — Commissioner Perrell and Chair Wheeler noted that they attended the Planning Commissioners Academy.
