received for billboard concept. The City is not approving a billboard project at tonight's meeting. If a
potential billboard proposal does more forward, the City will have a robust public outreach process for

Dear Honorable Mayor, Members of the City Council, and City Clerk,
My name is Lucille Jackson, and I am a resident of Seal Beach living in College Park East (District 4). I am
writing to submit my formal public comment regarding the proposed digital billboard project at 3900
Lampson Ave.
While I fully support the City’s initiative to find creative revenue-generating streams to fund vital
municipal services, I am firmly and unequivocally opposed to placing this digital billboard at the
Lampson Ave Tennis & Pickleball Center.
My opposition is rooted in the cumulative environmental and quality-of-life impacts on our specific
neighborhood:
Escalating Freeway Noise: Our neighborhood already faces serious, ongoing freeway noise
challenges from the I-405 corridor. Erecting a massive commercial structure on this specific
parcel will create a sound-reflecting surface, worsening the existing noise pollution bleeding
into nearby residential streets.

Intrusive Light Glare: Introducing a high-intensity digital billboard right at the border of our
neighborhood creates a severe light glare problem. This constant artificial illumination will disrupt
the sleep patterns of nearby residents and degrade the visual environment of a designated
community recreational space.
The Burden of Progress: It continuously feels as though College Park East takes the weight of
progress in Seal Beach. While other areas of the city are protected from industrial and
commercial eyesores, our residential perimeter is repeatedly targeted for infrastructure and
revenue burdens. Municipal progress should not come at the persistent expense of one
neighborhood's peace and property values.
A Viable Alternative Exists:
I urge the City Council to vote "No" on the 3900 Lampson Ave site selection and instead utilize the
alternative city-owned infrastructure parcel already bordering the highway corridor, specifically 3101
Gate Road. This site can generate identical municipal revenue for the city without burdening residential
neighborhoods or recreational facilities.
Please include this statement in the official public record for tomorrow's meeting.
