Chair Wheeler called the Planning Commission meeting to order at 7:00 p.m.
Commissioner Nolta led the Pledge of Allegiance.

ORAL COMMUNICATIONS
Chair Wheeler opened oral communications. Speakers: None, Chair Wheeler closed public
communications.
Deputy City Clerk DeCriscio announced that no emailed comments were received.
APPROVAL OF AGENDA
By Motion of the Planning Commission this is the time to notify the public of any changes
to the agenda, re-arrange the order of the agenda, and provide an opportunity for any
member of the Planning Commission or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Commissioner Campbell, second by Commissioner Nolta to approve the
agenda.

CONSENT CALENDAR
A. Approval of the March 16, 2026, Planning Commission Minutes
Motion by Commissioner Campbell second by Vice Chair Mingione to approve the consent
calendar.

NEW BUSINESS — None
PUBLIC HEARINGS
B. Minor Use Permit 26-0002
Applicant: Georges Hoebrechts
Request: For Minor Use Permit (MUP 26-0002) to allow the operation of a 1 ,150 square foot
coffee and dessert shop with more than 10 seats located in the Main Street Specific Plan
(MSSP) Zoning Area.
Recommendation: After conducting the Public Hearing, staff recommends that the Planning
Commission adopt Resolution No. 26-04, APPROVING Minor Use Permit 26-0002 with
Conditions and find the project exempt from CEQA.
Associate Planner Garcia provided a comprehensive staff report. Community Development
Director Temple and Associate Planner Garcia answered Commissioner Wheeler and
Commissioner Perrell concerns.
Chair Wheeler opened the public hearing. Speakers: Applicant Georges Hoebrechts,
Shauna Clausan, Chair Wheeler closed the public hearing.
Motion by Commissioner Campbell, second by Commissioner Nolta to adopt Resolution
No. 26-04 with the addition of maintaining eight feet of unobstructed sidewalk under
condition six and approving Minor User Permit 26-002.

Senior Assistant City Attorney Greyson noted there is a 10-day appeal period that starts
April 7, 2026.
DIRECTOR'S REPORT — Community Development Director Temple thanked the applicant
for flying out for the meeting. Director Temple noted at the last City Council Meeting that
the Zone Text Amendments related to the Housing Element programs were heard, and the
City Council decided to remand that back to the Planning Commission for a joint study
session.
COMMISSION CONCERNS — Commissioner Perrell noted that the joint study session for
the Housing Element will help move forward in a positive direction. Commissioner Nolta
asked for an update on the Bank of America project. Director Temple noted that an update
will be provided at the next Planning Commission Meeting.
ADJOURNMENT
Chair Wheeler adjourned the Planning Commission meeting at 7:20 p.m. to Monday, April
20, 2026, at 7:00 p.m.
