ROLL CALL Present: Commissioners: Campbell, Nolta, Mingione, Perrell Absent: Commissioner: Wheeler Staff Present: Amy Greyson, Senior Assistant City Attorney Shaun Temple, Community Development Director Patricia Garcia, Senior Planner Brandon DeCriscio, Deputy City Clerk ORAL COMMUNICATIONS Vice Chair Mingione opened oral communications. Speakers: None. Vice Chair Mingione closed public communications. Deputy City Clerk DeCriscio announced that four (4) comments were received. APPROVAL OF AGENDA By Motion of the Planning Commission this is the time to notify the public of any changes to the agenda, re-arrange the order of the agenda, and provide an opportunity for any member of the Planning Commission or staff to request an item be removed from the Consent Calendar for separate action. Motion by Commissioner Campbell, second by Commissioner Nolta to approve the agenda. AYES: Campbell, Mingione, Nolta, Perrell NOES: None ABSENT: Wheeler ABSTAIN: None Motion Carried. CONSENT CALENDAR A. Approval of the April 6, 2026, Planning Commission Minutes Motion by Commissioner Campbell second by Commissioner Nolta to approve the consent calendar. AYES: Mingione, Nolta, Campbell, Perrell NOES: None ABSENT: Wheeler ABSTAIN: None Motion Carried. CONTINUED ITEM(S) — None SCHEDULED MATTERS B. Variance 26-0001 and Minor Use Permit 26-0003 1400 Ocean Avenue Applicant: Ryan Oldham Request: For a Variance (VAR-26-0001) to allow the reduction of the required rear yard setback and Minor Use Permit (MUP-26-0003) to permit an attached garage within the 30 feet of the street facing side lot line to exceed 20 feet in width and to exceed 50% of the width of the residential fagade at 1400 Ocean Ave in the Residential High Density (RHD-20) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 26-05, APPROVING Variance 26-0001 and Minor Use Permit 26-0003 with Conditions and find the project EXEMPT from CEQA. Senior Planner Garcia provided a comprehensive staff report. Community Development Director Temple and Associate Planner Garcia answered the Commissioner's concerns. Vice Chair Mingione opened the public hearing. Speakers: Applicant Ryan Oldham, and Alon Alexander, Vice Chair Mingione closed the public hearing. Motion by Vice Chair Mingione, second by Commissioner Perrell to adopt Resolution No. 26-05, APPROVING Variance 26-0001 and Minor Use Permit 26-0003 with Conditions and find the project EXEMPT from CEQA and strike out references to garage width in Variance 26-0001. AYES: Campbell, Nolta, Perrell, Mingione NOES: None ABSENT: Wheeler ABSTAIN: None Motion Carried. Senior Assistant City Attorney Greyson noted there is a 10-day appeal period that starts July 7, 2026. NEW BUSINESS — None PUBLIC HEARINGS - None DIRECTOR'S REPORT— Community Development Director Temple addressed Commissioner Nolta regarding the Bank of America building. He announced that the Community Development Department and City Manager Department are working together on a business concierge program through the Citizen-Council Business First Advisory Ad Hoc Committee. Additionally, Community Development Director Temple announced that the Planning Commission and City Council will be meeting in a joint study session regarding the programs related to the adopted housing element on July 20, 2026 at 7:00 p.m. in the City Council Chambers. COMMISSION CONCERNS — Commissioner Perrell encouraged the commissioners and members of the public to submit questions for the Joint Study Session Meeting.
