Home My WebLink AboutCC Ord 1037 1978-05-22 I I I . - ORDINANCE NUMBER /037 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH IMPOSING A 69 DAY MORATORIUM ON THE PROCESSING OF TENTATIVE TRACT MAPS FOR MULTIPLE FAMILY DEVELOPMENTS INCLUDING CONVERSION OF EXISTING MULTIPLE FAMILY UNITS TO CONDOMINIUMS AS WELL AS CONSTRUCTION OF NEW CONDOMINIUMS AND DECLARING THE URGENCY THEREOF AND DETERMINING THAT THIS ORDINANCE SHALL TAKE EFFECT IMMEDIATELY. THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN AS FOLLOWS: Section 1. The City shall not accept for processing any Conditional Use Permit or Tentative Tract Map for multiple family unit developments including conversion of existing multiple family units to condominiums as well as construction of new condominiums during the time this Ordinance is in effect. Section 2. This Ordinance shall take effect immediately as an emergency measure which is necessary for the preservation of the public peace, health and safety. The reasons for its urgency are as follows: In view of a large number of requests for condominiums and condominium conversions, the City must immediately undertake a study to (1) determine the long range impact of condominium construction and conversion on rental units in the City (2) determine the desired mix of single family units, condominiums and apartment units (3) evaluate the impact of retaining low and moderate income housing in view of the requests for conversion of apartments to condominiums (4) evaluate the impact of construction or conversion of small condominium projects and (5) evaluate the in lieu park fee schedule for conversion of apartments to condominiums. Section 3. This Ordinance shall expire on July 21, 1978, unless extended by action of the City Council. Section 4. The City Clerk shall certify to the passage and adoption of this Ordinance by the City Council and shall cause the same to be posted or published as required by law.
