RESOLUTION NO. ~G?~
A RESOLUTION OF THE SEAL BEACH CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO APPLY FOR A GRANT FOR PHASES III AND
IV OF THE CITY'S LOCAL COASTAL PROGRAM
WHEREAS, the City of Seal Beach recognizing the problems and issues identified
in the attached application for Coastal Zone Management Grant desires
to provide for a Planning Study contributing to improved Coastal
planning, decision making, and management capability related to
community development and growth; and
WHEREAS, the City of Seal Beach has "developed an application package to
deal with these development problems and issues; and the California
Coastal Commission, under authority of the Government Code of the
State of California (Section 34200) may provide planning and financial
assistance for such a program,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach hereby requests the Coastal Commission to provide planning and financial
assistance under authority of the Government Code of the State of California,
not to exceed the amount of $9,000. Such planning assistance is more
particularly described in a project description that is attached hereto and
made a part of this Resolution as if fully set forth herein.
BE IT FURTHER RESOLVED that the City Manager of the City of Seal Beach be,
and he is hereby authorized and empowered to execute in the name of the
City of Seal Beach, all necessary applications, contracts, and agreements
and amendments hereto to implement and carry out the purposes specified in
this Resolution. 1

,STATEMENT OF ASSURANCES
The Applicant hereby assures and certifies that he will comply with the regulations,
policies, guidelines, and requirements including OMB Circulars Nos. 74-4, A-95,
and 74-7, as they relate to the application, acceptance and use of federal funds
for this federally assisted project. Also, the Applicant assures and certifies
with respect to the grant that:
1. It possesses legal authority to apply for the grant; that a resolution, motion
or similar action has been duly adopted or passed as an official act of the
applicant's governing body, authorizing the filing of the application, including'
all understandings and assurances contained therein, and directing and
authorizing the person identified as the official representative of the applicant
to act in connection with the application and to provide such additional infor-
mation as may be required.

It will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88-352)
and in accordance with Title VI of that Act, no person in the United States
shall, on the ground of race, color, or national origin, be excluded from
participation in, be denied the benefits of, or be otherwise subjected to
discrimination under any program or activity for which the applicant receives
Federal financial assistance and will immediately take any measures necessary
to effectuate this agreement.
3. It will comply with Title VI of the Civil Rights Act of 1964 (42 USC 200Dd)
prohibiting employment discrimination where, (1) the primary purpose of a
grant is to provide employment or, (2) discriminatory employment practices
will result in unequal treatment of persons who are or should be benefiting
from the grant-aided activity.

4. It will comply with requirements of the provisions of the Uniform Relocation
Assistance and Real Property Acquisitions Act of 1970 (P.L. 91-646) which
provides for fair and equitable treatment of persons displaced as a result
of Federal and Federally assisted programs.
5. It will comply with the provision of the Hatch Act which limits the political
activity of employees.
6. It will comply with the minimum wage and maximum hours provisions of the
Federal Fair Labor Standards Act, as they apply to hospital and educational
institutional employees of State and local governments.
7.
It will establish safeguards to prohibit employees from using their positions
for a purpose that is or gives the appearance of being motiviated by a desire
for private gain for themselves or others, particularly those with whom they
have family, business, or other ties.

8. It will give the grantor agency or the Comptroller General, through any
authorized representative, the access to and the right to examine all records,
books, papers, or documents related to the grant.
9. It will comply with all requirements imposed by the Federal grantor agency
concerning special requirements of law, program requirements, and other
administrative requirements approved in accordance with, Office of Management
and Budget Circular No. 74-7.

WORK PROGRAM
BACKGROUND
The Draft Land Use Component (Phase II) of the Local Coastal Program was
adopted by the Seal Beach City Council on April 13, 1981 (Resolution No.
3055). This document covered all land in the Coastal Zone except an area
developed through the specific plan process. The Specific Plan should be
adopted and in effec~ by July 22, 1981.
The major emphasis during Phase III will be on zoning implementation. This
will be accomplished by reviewing the Land Use Component of the LCP and
existing zoning ordinances to determine which ordinances require revision
and where new ordinances are necessary.
In addition to adding new zoning ordinances, amending existing zoning
ordinances, amending the Municipal Code and determining consistency with
the General Plan, special implementation programs will be needed for con-
version of apartments to condominiums.
The City intends to complete Phases III and IV at the samectime and submit
both to the Coastal Commission for concurrent review.
WORK PROGRAM
100 Develop Mechanisms to Implement Land Use Policies
Summary: The Draft Land Use Plan contains policies addressing development
in the City. These policies must be implemented by either incor-
poration into zoning ordinances, amendments to the Municipal Code
or by some other acceptable program. Each policy must be evaluated
to determine the appropriate method of implementation.
Objective: Evaluation of each policy to determine appropriate means of
implementation.
Product: List of each policy, existing ordinance(s) dealing with the policy
and commentary on discrepancies in policy and ordinance(s).
