HomeMy WebLinkAboutCC Res 3106 1981-09-28 I -j 1 1 ,- ~ RESOLUTION NO. .:1J'GJ~ A RESOLUTION OF THE SEAL BEACH CITY COUNCIL GRANTING A COUNCIL PERMIT TO DRILL AND DIRECTING THE CITY MANAGER TO ISSUE A DRILLING PERMIT FOR THE REWORKING OF TWO EXISTING OIL WELLS, HELLMAN NO. 23 AND NO. 41 WHEREAS, an application was duly filed by Hellman Estate Oil Properties. Post Office Box 2398. Seal Beach, for a Council Permit to rework Hellman No. 23 and No. 41; and WHEREAS. the property is described as the Hellman Oil Property. legal description on file,and attached hereto as Exhibit "A"; and WHEREAS, the proposal is to obtain approval of a Permit to rework two existing oil wells in an existing oil field; and WHEREAS, Chapter 15A of the City Code of the City of Seal Beach requires the City Council to approve a Preliminary Exploratory Area and an Exploratory Area prior to Council authorization of a Council Permit to drill; and WHEREAS, by Resolution No. 2819, adopted September 11. 1978, the City Council approved a Preliminary Exploratory Area and an Exploratory Area which included all the Hellman oil land in the City including Hellman Wells No. 23 and 41; and WHEREAS, the existing Hellman oil operation has been actively utilized for over 40 years under the jurisdiction of Orange County; and WHEREAS, the City Council makes the following finding regarding the appl ication: 1. The oil properties contain more than 40 acres. 2. The oil area is pooled as required by Chapter 15A. 3. The oil area has been in continual production for over 40 years. 4. The subject wells. Hellman No. 23 and 41, are located more than 1000 feet from any existing developed residential area. 5. A geologic report has been filed with the City. 6. A legal description of the property has been filed with the City. 7. The proposal is for reworking of existing oil wells, Hellman No. 23 and No. 41. 8. The fees for a "Council Permit to Drill" have been paid. 9. The permit fee for reworking the well has been paid. NOW. THEREFORE, BE IT RESOLVED that the City Council does hereby grant a "Council Permit" to rework Hellman No. 23 and No. 41 and directs the City Manager to issue a "Drilling Permit" for Hellman No. 23 and No. 41 subject to the standard conditions contained in Section 15A-22(a) through (j) of the Code of the City of Seal Beach.
