HomeMy WebLinkAboutCC Res 3115 1981-11-23 I I I --- RESOLUTION NO. ~I'~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITH- IN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVE- MENT OF SEAL BEACH BOULEVARD WHEREAS, the City of Seal Beach desires to improve Seal Beach Boulevard from l,OOO feet south of Golden Rain Road to St. Andrews Drive; and WHEREAS, Seal Beach Boulevard is an important artery in the County of Orange and of general County interest; and WHEREAS. Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, con- struction or repair of a street within a City; and WHEREAS, the Board of Supervisors intends to, by appropriate action, pro- vide in the County Road budget for the Fiscal Year 1982/83, a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Seal Beach hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $65,000, said amount to be matched by funds from said City, to be used to aid said City in the improve- ment of Seal Beach Boulevard between St. Andrews Drive and Golden Rain Road, said improvements to be in accordance with the attached project statement; BE IT FURTHER RESOLVED that, by this Resolution, the City of Seal Beach agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights- of-way will be available for the Fiscal Year 1982/83. I I Resolution Number ARTERIAL HIGHWAY FIr~NCING PROGRAM PRELIMINARY PROJECT STATEMENT City of Seal Beach Seal Beach Boulevard Project (From 1000 ft. south of Golden Rain Road to St. Andrews Drive) The proposed 1982/83 AHFP project is to rehabilitate a l,060-foot long segment of Seal Beach Boulevard, extending from 1,000 feet south of Golden Rain Road to St. Andrews Drive. The project includes a complete overlay and partial reconstruction. The overlay would extend the full width of the road- way. The reconstruction would be limited to those areas (approximately 15,000 square feet) identified in the Orange County Environmental Management Agency (OCEMA) Materials Report, dated December 7, 1980. Seal Beach Boulevard is a major 6-lane highway having an ADT of approximately 36,000 vehicles. This roadway is a major carrier of both vehicular traffic and bus traffic. The adjacent Leisure World complex is a major transfer terminal for a number of Orange County Transit District bus routes. This project will replace badly deteriorated pavement as well as overlay a large segment of the roadway to prevent further deterioration and the necessity for major reconstruction. The new striping for this roadway will conform to the typical cross section for major highways (attached). This will match the current striping of the roadway for six lanes and bike lanes. The total estimated cost for this'project is $l30,OOO with the County of Orange's AHFP contribution to be $65,000.
