A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES
FOR ELECTIVE OFFICE, PERTAINING TO MATERIALS SUBMITTED
TO THE ELECTORATE AND THE COSTS THEREOF FOR THE
PRIMARY NOMINATING MUNICIPAL ELECTION TO BE HELD IN
SAID CITY ON TUESD~Y, MARCH 30, 1982.
WHEREAS,
Section l0012 of the Elections Code of the State of California
provides that the governing body of any local agency adopt
regulations pertaining to materials prepared by any candidate
for a municipal election, including costs thereof.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section l. GENERAL PROVISIONS. That pursuant to Section lOOl2 of the
Elections Code of the State of California, each candidate for
elective office to be voted for at the Primary Nominating
Municipal Election to be held in the City of Seal Beach on
March 30, 1982, may prepare a candidate's statement on an
appropriate form provided by the City Clerk. Such statement
may include the name, age and occupation of the candidate and
a brief description of no more than two hundred (200) words
of the candidate's education and qualifications expressed by
the candidate himself. Such statement shall not include party
affiliation of the candidate, nor membership or activity in
partisan political organizations. The candidate may submit a
photograph of himself to be printed with the candidate's state-
ment. Such statement shall be filed in the office of the City
Clerk at the time the candidate's nomination papers are filed.
Such statement may be withdrawn, but not changed, during the
period for filing nomination papers and until 5:00 p.m. of the
next working day after the close of the nomination period.
Section 2. SPANISH LANGUAGE. The City Clerk shall provide a Spanish
translation of the candidate's statement to those candidates
who wish to have one, and shall select a person to provide such
translation from the list of approved Spanish language trans-
lators and interpreters of the superior court of the county or
from an institution accredited by the Western Association of
Schools and Colleges. The cost of including the Spanish
translation in the voters pamphlet shall be included in the
total cost as specified in Section 4 of this resolution. '
Section 3. ADDITIONAL MATERIALS. No candidate will be permitted to include
additional materials in the sample ballot package.
Section 4. PAYMENT. The City Clerk shall estimate the total cost of printing,
handling, translating, and mailing the candidate's statements
filed pursuant to the Elections Code, and require each candidate
filing a statement to pay in advance his or her pro rata share as
a condition of having his or her statement included in the voter's
pamphlet. The City Clerk shall bill each candidate for any cost
in excess of the deposit and shall refund any unused portion of
any deposit.
Section 5. That the City Clerk shall provide each candidate or the candidate's
representative a copy of this Resolution at the time nominating
petitions are issued.
Section 6. That the City Clerk shall certify to the passage and adoption of
this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a minute of passage
and adoption thereof in the records of the proceedings of the
City Council of said City, in the minutes of the meeting at
which the same is passed and adopted.
