HomeMy WebLinkAboutCC Res 3009 1980-09-08 it is the intent of the City of Seal Beach to participate in the filing of an application with the County of Orange for a grant authorized under the Housing/Community Development Act of 1977; and the Housing/Community Development Act of 1977 authorizes cities under 50,000 population to enter into cooperation agreements with the county in which they are located for the purpose of undertaking essential community development activities; and it is necessary that the city adopt a Housing Assistance Plan before filing an application with the County of Orange for funding authorized under the Housing/Community Development Act of 1977, NOW, THEREFORE BE IT RESOLVED that the City Council does hereby approve and adopt a Housing Assistance Plan (Exhibit A) and the city's grant proposal (Exhibit B). "'-I I Resolution Number EXHIBIT A CITY OF SEAL BEACH, HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM CITIZEN PARTICIPATION PLAN YEAR VII The Housing and Community Development Block Grant Program Regulations under the Department of Housing and Urban Development (HUD) require that the applicant , "shall provide citizens with an adequate opportunity to participate in an advisory role in planning, implementing, and assessing th~ program." (Federal Register Vol. 44, No. 44, Aug. 27, 1979, Sec. 570.303L!/). '. The City of Seal Beach proposes to apply for Housing/Community Development (H/CD) funds in Fiscal Year 1981--82, also known as -The Seventh Year" of the H/CD Program. The City's application will be part of Orange County's urban county application consisting of all unincorporated portions of Orange County and all cities under 50,000 population within Orange County who choose to participate. Seal Beach's Citizen Participation (CP) Program wiTT not involve the formation of a separate H/CD Committee for the following reasons: -Seal "Beach's target area is approximately one square mile in area -The target area is a clearly-defined geographic area -Most people who attend Planning Commission and City Council Meetings come from the target area -The Planning Commission-is an appointed body which reviews all City land use decisions and recommends to the City Council -Local residents expect the Planning Commission to hold hearings on all land use decisions and the residents expect to hav~ the opportunity to address the Planning Commission rather than some specially-formed committee -Since the creation of the H/CD Program, the Planning Conunission has functioned as the CP Committee forH/Cl).related items -Due to reduced staff and lower budgets resulting fram the passage of Proposition 13, it is impractical to formulate an effective Citizen Participation Committee which can attain the goals of the CP portion of the II/CD Progrilm. , -During the Sixth Year of the Program, the Planning Commission served as the CP Committee. The City of Seal Beach will continue to utilize the SeaT Beach Planning Commission to serve all the functions of the Citizen Participation Committee. Establishing priorities of eligible activities on a neighborhood and community-wide basis, to most effectively use the limited resources available, 4. Identification of methods, projects, and activities in which interested persons can participate in the implementation of the H/CDProgram. The present priorities for the City of Seal Beach and Orange County H/CD Programs were adopted by the Board of Supervisors on June 19, 197~, by Res91ution 79-871. All proposed activities and available funding will be evaluated against these priorities until such time as the Board of Supervisors, with the assistance of citizen input, determine appropriate revision. . '::~ ;: ...... ~. .r, .::.' , , , In addition to working with the County of Orange on county-wide citizen input to ' the H/CDProgram, the City of Seal Beach will take the following steps to insure meaningful participation: CP Plan - Submit a Citizen Participation Plan which will include dates and times of public hearings and community meetings. The plan should explain how meetings will be publicized and the methods used to distribute and explain information regarding the H/CD Program. CP Records of Meetings - Keep records of the community meetings held by the H/CD Committees. The meetings will be in the target area. Sign-up sheets will be kept for every meeting and attached to the record of the meeting. Addresses and phone numbers should be included. At the meetings, neighborhood needs should be discussed and priorities established. CP Records Qf Public Hearings - The City will hold at least two public hearings between the dates of July 13 and September 13 to provide the community with general H/CD information and for establishment of eity program activities. Survey - Administer a standardized survey at the neighborhood meetings to help the City determine the needs and to establish priorities. Public Information Records - Keep records of all leaflets, flyers, letters, brochures, press releases, or paid ads used to publicize the City's H/CD Program. In addition to participating in area-wide workshops hosted by Orange County, the City of Seal Beach will take the following steps to insure an effective CP Plan at the local level. 1. 2. 3. 4. 5. Explain the H/CD Program 2. Report on all past H/CD projects in the City 3. Assess the success of all past H/CD projects 4. Answer questions about past H/CD projects 5. Establish a list of potential projects for the Seventh Year-. Meeting #1 - Wednesday, August 6, 1980, at 7:30 p.m. CITY PU8LIC HEARINGS' On June 13, 1979, the County of Orange held a public hearing to establish policy guidelines of preparation of the Seventh Year application. After this public hearing. Seal Beach will hold two public hearings to establish the specific projects to be included in the City's Fifth Year application. Seal Beach"s Seventh Year projects will come from the' list established as a result 'of the workshop/study sessions held on August 6, 1980. Notification of the public hearings - times, dates. outlines. purposes, etc. - shall be by newspaper. advertising, press releases, and announcement at public hearings. These two public hearings will be held in the City Council Chambers of the City Administration Building. 211 - 8th Street, Seal Beach, California. Planning Commission - Wednesday. August 20. 1980, at 7:30 p.m. City Council - Monday, September 8; 1980 at 7:00 p.m. PUBLIC INFORMATION ~ Information regarding the City's participation in the Block Grant Program shall be accomplished by: 1. Press releases and advertisements in local newspapers 2. Placing copies of the Citizen Participation Plan and a brochure/flyer in the three public libraries in the City 3. Placing copies of the Citizen Participation Plan and brochure/flyer in City Hall, which is located in the target area 4. Selected mailings to persons and groups such as community service clubs 5. Announcements at public meetings. TECHNICAL ASSISTANCE AND STAFFING - -' ';"<. " . Staff assistance will be provided by the Planning Deparpment and any other appropriate' department during all workshop/study sessions and public hearings. In addition. ' staff will be available to address civic or citizen groups 'at ,their meetings regarding the H/CD Pro~am and the City's participation. Staff will also be available to: (a) help the City deterarine activity ~riorities and held the citizens develop~a three-year Community Development Plan Las per Section S07.303(d)(l)(i)(iiill; (b) help the, community to become involved in the monitoring and evaluation of the program. The City will make available to the Citizen Participation Committee reports and other-pertinent information to assist in the monitoring and evaluation of the program Las per Section-570.303(d)(3.17; (c) help the l:itizens to become involved in the implementation of the-projects previously identified under Program Years One, Two. " .:: -" ,- , ':II . 1 < I Resolution NUmber If the City's proposal to use the Planning Commission as the Citizen Participation Committee is unacceptable due to inconsistency with the H/CD guidelines, the City would propose to hold a duly-advertised public hearing to ask the residents of the target area if they wish to form a separate Citizen Participation Co~mittee. If the residents wish to form a Citizen Participation Corornittee rather than use the Seal Beach Planning Commission, such a committee will be formed. This Citizen Participation Committee will hold all the workshop/study sessions shown in the Citizen Participation Plan that are slated to be held before the Planning Commission. Public Hearings will be held by the Planning Commission and City Council in accordance with the schedule shown in the Citizen Participation Plan. In addition, the Citizen Participation Committee will be provided with technical and staff assistance for all meetings. If a separate Citizen Participation Committee is formed, the City will apply for additional H/CD funds to offset additional staff costs for attending meetings of the Committee. These funds will be in addition to any base H/CD funds requested by the City.
