A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, A CHARTER CITY, ESTABLISHING SALARY RATES, A
SALARY AND WAGE SCHEDULE, AUTHORIZING THE IMPLEMENTATION OF
CERTAIN EMPLOYEE BENEFITS FOR THE FIRE DEPARTMENT, AND
REPEALING, ON THE EFFECTIVE DATES SPECIFIED, ALL RESOLUTIONS
IN CONFLICT. THEREWITH.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
Section 1. The salary schedule as shown on Appendix A attached hereto and
made a part hereof for each salary range and/or hourly rate of pay shall
constitute the basic compensation and payplan for all positions of pay in
each salary range for full time positions in the Fire Department. The
respective ranges are identified by number and the salary steps within each
range by the letters "A" to "E" inclusive. The columnar headings at the
top of each column establish the minumum length of service required for ad-
vancement to the next higher salary step. The salary schedule hereinafter
shown is based on fifty-six (56) hours per week.
Section 2. The salary schedule for each position classification is indicated
in Appendix A attached hereto and made a part hereof, which indicates "A"
through "E" steps of each classified position, in terms of a monthly salary
rate for classified positions and the effective dates of each, if any
increases.
Section 3. The Memorandum of Understanding between the City of Seal Beach
and the Seal Beach Fire Fighters Association is indicated in Appendix B,
and is attached hereto and made a part hereof. Upon adoption of this
resolution, the wage increases, employee benefits and working conditions
contained in Appendix B are effective upon the dates specified in Appendixes
A and B.
Section 4. The provisions of this resolution relating to salary rates shall
become effective as listed in Appendix A,

MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF
SEAL BEACH AND THE
SEAL BEACH FIRE FIGHTERS ASSOCIATION
This Memorandum of Understanding is entered into with
reference to the following facts:
A. The Seal Beach Fire Fighters Association (hereinafter
referred to as "Association") is the recognized employee organi-
zation for all safety personnel (hereinafter referred to as
"Affected Employees") employed by the Fire Department of the
City of Seal Beach (hereinafter referred to as "City"), except
for those persons occupying the classification of Battalion
Chief and Fire Chief.
B. The authorized representatives of the City and the
Association have reached an understanding and agreement as to
certain changes in wages, hours and other terms and conditions
of employment of the Affected Employees which shall be sub-
mitted to the City Council of the City for approval and imple-
mentation by appropriate ordinance, resolution or other lawful
action.
Therefore, the City and the Association agree that, subject
to approval and implementation by the City Council of the City,
the wages, hours and other terms and conditions of employment
for all Affected Employees shall be altered as follows:
1. SALARY ADJUSTMENT
Effective August 1, 1980, the City shall provide to

each Affected Employee a 10.5% base salary increase. Accordingly,
each pay step within an Affected Employee's salary range shall
be increased by 10.5%, effective August 1, 1980.
2. HEALTH INSURANCE
Provision to each Affected Employee of health insur-
ance coverage as provided by the "Western Conference Plan" and
further provision by the City of employee and dependent premium
payments in the percents currently provided to each Affected
Employee.
3. LIFE INSURANCE
provision to each Affected Employee of a 100% City
paid term life insurance policy with a face value of $37,000.
The beneficiary of said plan shall be designated by the insured
employee.
4. PARAMEDIC RECERTIFICATION PAY
provision to each Affected Employee who completes 're-
certification procedures for the position of Paramedic, of a
$500 lump sum payment, upon the completion of recertification.
The City will not deduct taxes from said payment and will not
include said $500 payment as part of the employee's gross com-
pensation.
5. CREATION OF MASTER AGREEMENT
During the term of this Agreement, representatives of
the City and the Affected Employees shall, on this point alone,
engage in the meet and confer process in order to draft a master
agreement, setting forth all wages, hours and other terms and

conditions of employment not addressed by this current Memorandum
of Understanding and which have been in full force and effect
prior to this Memorandum of Understanding and which shall remain
in full force and effect during the entire term of this Memorandum
of Understanding, unless mutually agreed to the contrary by both
parties hereto. This meet and confer process shall not be directed
towards modifying any such terms and conditions of employment, but
only towards identifying said terms and conditions of employment.
6. SAVINGS CLAUSE
Should any provision of this Memorandum of Understanding
be held invalid by a Court of competent jurisdiction, then that
provision alone shall be stricken from the Agreement with the
remainder of the Agreement remaining in full force and effect.
7. TERM OF THE MEMORANDUM OF UNDERSTANDING
The term of this Memorandum of Understanding shall com-
mence on August 1, 1980 and shall continue through and including
July 31, 1981.
8. IMPLEMENTATION
This Memorandum of Understanding is subject to approval
and adoption by the City C0uncil of the City and shall be presented
to the City Council as soon as possible after execution of the
Agreement. Following such approval and adoption, the Memorandum
of Understanding shall be implemented by appropriate resolution(s),
