A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH ADOPTING AN AMENDMENT TO THE LAND USE
ELEMENT OF THE GENERAL PLAN TO CHANGE THE USE
DESIGNATION FOR ONE BLOCK OF OCEAN AVENUE FROM
SERVICE COMMERCIAL TO HIGH DENSITY RESIDENTIAL.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
WHEREAS,
On November 21, 1979, the City Council directed the Planning Commission
to review the existing C-l zoning on one block of Ocean Avenue and
determine if the current zoning was compatible with the surrounding
residential land uses; and
WHEREAS,
the Planning Commission studied the existing zoning of the one block
bounded by Ocean Avenue, Dolphin Avenue, Seal Way Alley and 14th Street
and reco~nded to City Council that the Land Use Element be amended
and the zone be changed from C-l to R-3; and
on April 16, 1980, the Planning Commission held a public hearing to
amend the Land Use Element and also considered a Negative Declaration
on the project; and
WHEREAS,
WHEREAS,
by Resolution No. 1208, the Planning Commission recommended to City
Council adoption of the amendment to the Land Use Element.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach does
hereby adopt the amendments to the Land Use Element attached hereto as Exhibit "A" and
made a part hereof. The City Clerk shall place an endorsement upon the amendments shown
herein to designate that they have been recommended for approval by the Planning
Commission and adopted by the City Council of the City of Seal Beach on even date
herewith.

Change is expected to occur within the City, mainly in
the Coastal District where the impact of a beach
attraction for visitors and an inviting residential
environment exist. The remaining portions of the City
are considered to be stable arid of a high quality so that
no substantial change is anticipated within the life span
of the Land Use Element, 1985.
