A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING TENTATIVE PARCEL MAP 80-1001.
WHEREAS, an application was duly filed by Bixby Ranch Company, 911
Studebaker Road, Long Beach, for Tentative Parcel Map
80-1001; and
WHEREAS, the property is described as an 18+ acre site bounded by Seal
Beach Boulevard, San Diego Freeway, and the residential
community of Rossmoor (legal description on file); and
WHEREAS, the proposal is to subdivide an 18+ acre site Zone M-l (9 ac)
and C-2 (9 ac) into 13 parcels (12 building sites and a
road); and
WHEREAS, an Environmental Impact Report was prepared for the project
and found by the City's Environmental Quality Control Board
to be a complete and accurate EIR prepared in compliance
with CEQA and the City's EIR guidelines; and
WHEREAS, on July 16, 1980, by Resolution No. 1214, the Planning
Commission recommended to City Council approval of Tentative
Parcel Map 80-1001; and
WHEREAS, the City Council makes the following findings regarding the
Parcel Map:
1. The site is physically suitable for the proposed development;
and land is mildly sloping and located in a developed area
with existing streets, utilities, residences and commercial
activities adjacent to the site;
2. The site is suitable for the proposed density and intensity of
development on the basis that the site will be underutilized
as far as the City's Land Use Element and General Plan. This
project will only utilize 25% of the land rather than the
allowable 75%.
3. The design of the subdivision, as determined by the Environ-
mental Impact Report and the Environmental Quality Control
Board, is not likely to cause substantial environmental
damage;
4. The design of the subdivision is not likely to cause serious
public health problems because all necessary utilities and
services presently are available for the project;
5. The design of the subdivision will not conflict with easements,
acquired by the public at large for access through, or use
of, property within the proposed subdivision;
6. The discharge of waste from the subdivision into the existing
community sewer system will not violate existing requirements
prescribed by the local regional water quality control board
pursuant to Division 7 of the Water Code;
7. The project is in full conformance with the City's General
Plan and Zoning Ordinance.

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
Tentative Parcel Map No. 80-1001, subject to the following:
1. Submission of CC&R's to City Attorney for review and approval
prior to recordation.
2. Compliance with agreement relating to land users.
3. Any proposed uses for Buildings 2 and 3 (Financial) be
submitted to the Planning Commission for approval.
4. Compliance with the attached Engineering conditions.

TENTATIVE PARCEL MAP 80-1001
ENGINEERING CONDITIONS
.
.
1. Prepare engineered street. sewer, grading, drainage, and water plans and
submit to the City Engineer's office for approval. Plan check fee will be
charged for actual time.
2. All requirements of'the State Subdivision Map Act and Chapter 21 of the
City of Seal Beach Municipal Code must be met.
3. Dedication and improvement of street right-of-way for Seal Beach Boulevard
as required by the City's Master Plan of Streets and the City Engineer.
4. All off-site improvements shall be designed and constructed per city
Standards and Design Guidelines.
5. Construction of a deceleration lane and bike lane for southbound Seal
Beach Boulevard.
6. Modification of the traffic signal system at the northbound San Diego
Freeway on-ramp and Seal Beach Boulevard, subject to the approval of Cal-Trans
and the City. The modification shall include all design and construction to
provide a double left turn that will operate successfully for those entering
this on-ramp. All costs for the modifications shall be paid by the developer.
7. Improvement bonds shall be required per Chapter 21 of the Municipal Code.
8. Installation of an underground street lighting system per City and Edison
requirements. Developer shall pay all costs involved directly to the Edison
Company.
9. Utility easements shall be dedicated as required by the City Engineer.
10. Dedication of "l" street right-of~way.
11. Dedication of sewer and water mains.
12. The location of access points to Seal Beach Boulevard and "l" Street are
subject to the approval of the City Engineer.
13. "l" Street shall be designed and constructed to connect into the future
extension of Seventh Street per City and Cal-Trans requirements.
14. All landscapes within street right-of-way shall be installed and maintained
by the developer. A Maintenance Agreement shall be executed by the City and the
developer. All costs involved in the preparation and review of the Agreement
shall be paid by the developer.
15. Street cross-sections are subject to the approval of the City Engineer.
16. Following approval of Tentative Parcel Map 80-1001 by City Council and
approval of the Grading Plan by the City Engineer, a Grading Permit only may
be issued.
