HomeMy WebLinkAboutCC Res 2878 1979-05-14 , 281,S . RESOLUTION NO. ~ A RESOLUTION OF THE'SEAL BEACH CITY COUNCIL APPROVING TENTATIVE PARCEL MAP 79-l001. I WHEREAS. an application was duly filed by Rockwell International. 220l Seal Beach Blvd.. for Tentative Parcel Map 79-l00l; and WHEREAS. the parcel is described as 4.5 acre parcel located at the northwest corner of Seal Beach Blvd. and Regency Drive and is presently vacant; and WHEREAS. the proposal is to subdivide one parcel of 4.5 acres from an existing l07 acre industrial site in order to construct a 67.000 square foot one-story building to be used for corporate records storage; and WHEREAS. an initial study and Negative Declaration have been prepared on this project which showed no adverse environmental effect by this project and the initial study and Negative Declaration comply with the provisions of C.E.Q.A.; and WHEREAS. on May 2. 1979. the Planning Commission held a Public Hearing on the parcel map and by Resolution No. ll84. recommended to City Council approval of the Tentative Parcel Map; and WHEREAS. the City Council makes the following findings regarding the Tentative Parcel Map: l. The site is physically suitable for development; the land is flat; is in a developed area with existing streets and utilities located adjacent to the project site. 2. The site is suitable for the proposed density of development. .1 3. The subdivision will not cause substantial environmental damage. 4. The subdivision is not likely to cause serious public health problems because all the necessary utilities and services are available for the project. 5. The design of the subdivision will not conflict with ease- ments acquired by the public at large for access through. or use of. property within the proposed subdivision. 6. The discharge of waste from the proposed subdivision into the existing community sewer system will not violate existing requirements prescribed by the local regional water quality control board pursuant to Division 7 of the Water Code. I 7. The proposal is not in conflict with City Zoning regulations. Land Use policies for the area or the City's General Plan. NOW. THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach does hereby approve Tentative Parcel Map No. 79-l00l subject to the applicant's compliance with the following: A. Engineering conditions numbers 1 through 9 shown as exhibit "A" and made a part of this Resolution by reference. B. Fire Department conditions numbers 1 through 6 shown as exhibit "B" and made a part of this Resolution by reference. I I I Resolution Number > C. Provide minimum sight distance at Seal Beach Blvd. and Regency Drive by modification of the proposed berm or through some other method satisfactory to the City Engineer. ATTEST: . Resolution Number ENGINEERING CONDITIONS FOR PARCEL MAP 79-1001 .- (ROCKWELL CORPORATE RECORDS CENTER) I Regency Drive shall be dedicated along Parcels 1 and 2 to its ultimate width - 80'. This will require 40' of additional street dedication. All off-site improvements shall be constructed for the entire frontage of Parcel 1 and that portion of Parcel 2 along Seal Beach Boulevard south of Road A per Chapter 21 of the Municipal Code. All improvements such as curbs, gutters, sidewalks, A.C. pavement, hydrants, ornamental street lights, street trees, and landscaping shall be constructed in accordance with City standards and specifications, and to the satisfaction of the City Engineer. 3. Developer shall submit to the City Engineer an engineered Street Improvement Plan for Regency Drive for checking and approval. 1. 2. 4. Street lights shall be installed as part of the development for Parcell. All costs for this installation shall be paid by the developer directly to Southern California Edison. 5. Developer shall submit an engineered Grading and Drainage Plan to the City Engineer for review and approval. 6. A final Parcel Map shall be prepared in accordance with the requirements of the California State Subdivision Map Act and Chapter 21 of the City of Seal Beach Municipal Code. 7. The improvement of Seal Beach Boulevard Right-of-way including sidewalk and landscaping shall, in general, match the existing improvements north of Road A. I 8. Developer shall dedicate Westminster Avenue to its ultimate width -- 100'. This will require an additional 5' of ' street dedication. 9. Developer shall prepare and record a drainage easement and an ingress- egress easement. The drainage easement shall require Parcel 1 to accept drainage flows from Parcell. See Drawing 088-E-P2, Item K. 2. Water supply NFPA 232AM, Appendix A recommends a two source system, i.e., two feeds from different points in a public system separated by at least one sectional valve if dependable facility pumps are provided. The Fire Department recommends a City main connection and a connection with the facility storage wi~h an on-site pump to supply sprinkler system and interior ho'se stations. 3. Record storage area based o~ NFPA 232~1. Paragraphs 6.3 to 5.5 and 204, Section 131, the classification of this occupancy would be in the moderate to high heat release occupancy. Therefore: Curtain boards a minimum of 6 feet in depth should divide the record storage area into curtain areas of a minimum of three areas NFPA 2Q4, Section 3, with eff~ctive vents and release methods, NFPA 204, Section 2. NFPA 204, Section 2, Paragraphs 213 and 222 indicate that the roof exhaust fans indicated on Plan Page F did not meet the release and vent area requirements. This vent requirement also affects the tape vault and Record Destruction area. '.. 4. Intp.rior hose stations conforming to NFPA 13 shall be provided in such a manner that any point in the stack area can be reached by a 50 fOot hose strear.1 from a 100 feot hose lay. Each station shall be provided with a rack and reel capable of holding 100 feet of 1 1/2 inch rubber lined hose. A hose and a shutoff noizle shall be provided (NFPA232). 5. A fire extinguisher (2 1/2 gallon pressure type) shall be provided at each alann striking statio~. e. Drawing SB008-M-P3 has recommended hydrant locations indicated. Two hydrants on Seal Beach Boulevard and three hydrants on the west side. The water supply should be capable of supplying both sprinkler and fire flow requirements. .
