RESOLUTION NUMBER ~f1tJ -Iii
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH ESTABLISHING ITS STRONG OPPOSITION
TO INVOLUNTARY INTER-SCHOOL BUSING OF SCHOOL
CHI-LOREN.
the taxpayers mandated through passage of Proposition 13
a reduction in government spending; and
involuntary inter-district busing of school children will
cost tens of millions of dollars; and
inter-district school curriculums would have to be
controlled via state directives, and the local control of
schools as provided for in the State Education Code would
be significantly reduced or lost; and
tax dollars spent for involuntary inter-district busing of
school childred could better be spent for reductions in class
size, materials and improvement of curriculums to establish
higher levels of achievement in reading, writing, mathematics
and industrial arts; and
such busing could result in placing school children in
potentially more endangering situations as a result of
increased unnecessary travel; and
Senate Bill 217 will call for a special statewide election
on November 6, 1979 which deals with the question of busing;
and
November 6, 1979 is the date on which 56 of the 58 counties
in California are already voting on the issue of busing.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach, California, strongly supports SB 217 and urges state, county and
local officials to stand united in support of same.
BE IT FURTHER RESOLVED that the City Council of the City of Seal Beach
does support the State Constitutional Amendment (SCA 2) and recommends
that a copy of this resolution be sent to the appropriate State
legislators.
