HomeMy WebLinkAboutCC Res 2894 Not Passed I I I d j''1Lj RESOLUTION NO. .;(t 9( A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH COMMITTING TO THE IMPLEMENTATION AND ENFORCEMENT OF THOSE ELEMENTS OF THE SOUTH COAST AREAWIDE WASTE TREATMENT MANAGEMENT PLAN APPROPRIATE TO ITS JURISDICTION the Federal Water Pollution Control Act (33 U.S.C. 1251, et. seq., as amended) seeks to develop a cooperative Federal, State, regional, and local government program to prevent and control sources of pollution to ground and surface waters in order to restore and maintain the chemical, physical, and biological integrity of the Nation's waters; and pursuant to Section 208 of the Federal Water Pollution Control Act of 1972, as amended, the Southern California Association of Governments (herein referred to as SCAG) has prepared an Areawide Waste Treatment Management Plan for the South Coast Area with the assistance of the Counties of Los Angeles, Orange, Riverside, and San Bernardino. the City of Los Angeles, the Newport-Irvine Waste-Management Planning Agency, the Santa Ana Watershed Project Authority, and the Ventura Regional County Sanitation District; and WHEREAS, the 'Areawide Waste Treatment Management Plan for the South Coast Area will be adopted by SCAG and forwarded to the State Water Resources Control Board for certification and thereafter will be forwarded to the Federal Environmental Protection Agency in compliance with Section 208{b)(3) of the Federal Water Pollution Control Act of 1972, as amended; and WHEREAS, WHEREAS, WHEREAS, the Areawide Waste Treatment Management Plan for the South Coast Area proposes management agencies to be responsible for plan implementation and pursuant to published United States Environmental Protection Agency guidelines [42 Fed. Reg. 44111 (1911)] must indicate each management agency's willingness to proceed to carry out its responsibilities as identified in the Plan; and WHEREAS, the City of Seal Beach is assigned certain responsibilities in the Areawide Waste Treatment Management Plan for the South Coast Area, approved by the SCAG Executive Committee on February 1, 1979; NOW, THEREFORE, BE IT RESOLVED that it is the intent of the City Council of the City of Seal Beach: SECTION 1. To proceed with implementation of its responsibilities as set forth in the 208 Areawide Waste Treatment Management Plan as approved by SCAG, said responsibilities specifically described as follows: (a) Maintain a street sweeping program with consideration given to increasing their effectiveness in reducing wasteloads to receiving waters, to the extent financially feasible. (b) Maintain current litter control programs, to the extent financially feasible. (c) Maintain current catchbasin and storm drain cleaning programs with consideration given to increasing program effectiveness, to the extent financially feasible. 1 I I I .
