A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH OPPOSING ASSEMBLY BILL NO. 1684 RELATING TO
CONSTRUCTION SITE WATER CLOSETS.
WHEREAS, Assembly Bill No. 1684 seeks to amend sections of the Health and Safety
Code relating to construction sites to require additional inspection
duties by building inspectors of water closets on construction job
sites; and
WHEREAS, historically the City of Seal Beach has received no complaints from
tradesmen in the field, organized labor, the general public or the
Orange County Health Department Division of Environmental Sanitation
regarding the sanitary conditions of water closet facilities at con-
struction sites; and

WHEREAS, said Bill would require the Building Department to log periodic or
continuous head counts of those working at a construction job site
to determine the adequacy of water closet facilities; and
WHEREAS, the City has a limited humber of building inspectors who can best
spend their time for more pressing problems relating to enforcement
of the Uniform Building Code and other building regulations; and
WHEREAS, in the spirit of Proposition 13 the City of Seal Beach does not wish
to hire additional building inspectors for the purpose of observing
water closet requirements on a job site.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach to
oppose Assembly Bill No. 1684 and direct the City Clerk to send certified copies
of this Resolution to the legislators representing Seal Beach, the Assembly and
Senate Committee on Labor, Employment, and Consumer Affairs, and the Orange
County Division of the League of Ca1iforni~.
