RESOLUTION NUMBER .;l'lJ 1 A RESOLUTION OF THE CITY COUNCIL OF TIlE CITY OF SEAL BEACH, CALIFORNIA. AFFIRMING ITS OPPOSITION TO THE ESTABLISHMENT OF AN INTERVAL HOUSE FOR BATTERED WOMEN IN THE CITY OF SEAL BEACH WITHOUT CITY COUNCIL SUPPORT, it has been deemed appropriate by a Board of Directors to establish an Interval House for Battered Women at 1609 Island View in the City of Seal Beach; and State Legislation has stripped the power of local control from the citizens of Seal Beach to prohibit or approve of said Interval House; and through petitions. phone conversations with city officials and the news media, significant objection to the establishment of said Interval House is evident; and \ a hostile community environment prevails around the proposed site for the Interval House; and a program of this nature may add non-subsidized costs to the city through the use of fire and police personnel; and this program establishes a 24 hour/day care refuge for women and a child care facility in the middle of a single-family area; and in addition to welfare programs. elected officials have a moral obligation to maintain the integrity of long established residential areas; and most of the elected officials endorsing the establishment of this welfare program in Seal Beach are not representatives nor residents of the City of Seal Beach; and WHEREAS. it is inconsiderate and inappropriate for elected officials from other cities and outside organizations to force social welfare programs upon neighboring cities and communities; and WHEREAS, such action tends to destroy the sovereignty of the individual cities and promotes hostile, relations among neighboring cities and communi- ties, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach does hereby affirm its opposition to the location proposed for the establishment of the Interval House at 1609 Island View; and further opposes its establishment in any area of the city. without a consensus of community and City Council support.
