A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL BEACH
FINDING THE MARINA DRIVE BRIDGE
REPLACEMENT PROJECT IN
CONFORMANCE WITH THE SEAL BEACH
GENERAL PLAN (GENERAL PLAN
CONFORMANCE NO. 00-3)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
WHEREAS, Section 65402 of the California Government Code stipulates that a local
agency shall not construct public works within. any city until the location,
purpose and extent of such work has been submitted to the planning agency
having jurisdiction and the conformity to the city's adopted General Plan has
been reported; and .
WHEREAS, the City is proposing to replace the Marina Drive Bridge and it is requested
that the Planning Commission adopt a resolution finding the above-
referenced project in conformity with the Seal Beach General Plan; and
WHEREAS, the proposed project is designed to replace an existing bridge rated by
Caltrans as "poor" in structural integrity with a new bridge structure
constructed to the most current seismic design standards; and
WHEREAS, the proposed project conforms to the following policies and provisions of the
City of Seal Beach General Plan, for the reasons set forth:
o Safety Element Policy 1M - Ensure that any new public facilities are designed and
located in such a manner as to eliminate potential hazard impacts that may reduce
the utility of the facility following a disaster.
o Consistency Determination: The project has been designed to replace an
existing bridge spanning the San Gabriel River that has been determined by
Caltrans to have a poor structural rating. The purpose of the project is to provide
a new bridge structure that complies with the current seismic design standards.
o Safety Element Policy 3R - Work with governmental agencies (i.e., CALTRANS
and Water Districts) and the public utility companies to identify and promote
effective mitigation of the effects of the most probable seismic event on
infrastructure which supports the City of Seal Beach.
o Consistency Determination: The project has been designed to comply with
the current seismic design standards, providing an increased level of protection
over the existing poor structural condition of the bridge.
o Safety Element Policy 5D - Plan capacity for the 100-year flood and provide short
term reasonable protection for locations that would benefit from 10-, 25-, or 50-year
storm drainage facilities.
o Consistency Determination: The project has been designed to maintain all
100-year storm events within the existing levees of the San Gabriel River. No
adverse impact to existing 100-year flood protection systems will occur as a
result of the project.
o Circulation Element - Marina Drive designation as a "Secondary" roadway, with 80
feet of right-of-way.

Marina Drive Bridge Replacement Project

o Consistency Determination: The project has been designed to maintain
Marina Drive within an 80-foot right-of-way configuration. No additional right-
of-way beyond 80 feet is required for the proposed bridge. However, since the
proposed bridge structure includes the replacement of the existing fishing pier
and includes a wider sidewalk on the south side of the bridge compared to the
existing sidewalk, the bridge structure (area that includes the replaced fishing
pier) will extend outside the existing right-of-way by 3.3 feet. The proposed
bridge replacement is considered consistent with this policy.
NOW THEREFORE, THE PLANNING COMMISSION FINDS, that the
Marina Drive Bridge Replacement Project is in conformiiy with the City of Seal Beach
General Plan Safety Element Policies 1M, 3R, 5D and the roadway designation within the
Circulation Element of the City of Seal Beach General Plan Circulation Element.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City
of Seal Beach at a meeting thereof held on the 17 IZ;t- day of /?/t9 Y ,
