PRIORITY I II III IV V VI VII VIII RESOLUTION NO. .?71/5" A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTABLISHING A USE AND RENTAL SCHEDULE FOR MUNICIPAL COMMUNITY CENTER 8UILOJNG, AND RESCINDING RESOLUTION NUMBER 24'19. , " it is necessary to establish a use and rental schedule for the use of municipal community center buildings, the City Council of the City of Seal Beach, California, hereby established the following schedule for use and fees of municipal community center buildings: Classification and Fees ACTIVITY FEES LARGE ROOM-----SMALL ROOM None None Recreation sponsored or co- sponsored activities Resident non-fundraisin9 activities of civic or service organizations None None Resident activities $5/hr.. $5/hr. $2.50/hr. $2.50/hr. Reservations A. Resident groups shall be those having at least 60% of their active membership residing within the City of Seal Beach. Resident groups have preference over non- resident groups. 8. Permits may cover a period of time not to exceed six months at which time a new application will be evaluated. C. Groups may reserve facility on a..r.egu~ar.'.bilsis',no'.more than twice per month. D. One week is required to process applications. Applications must be made at least two weeks in advance if any special arrangements by the City are necessa ry . E. Groups must maintain a regular attendance of no less than 30 for use of large rooms and 10 for use of small rooms in order to retain a valid permit. G. If a group fails to use the building on three 'consecutive reservation dates, the permit will be cancelled. H. A damage and clean-up deposit of $50 is required before a permit will be issued. This deposit will be used to cover the cost of clean-up made necessary by a group. The deposit will be returned if not subject to the above cost of clean-up. I. Any fees charged must be paid in advance and will include time necessary for set-up and clean-up. J. Requests for waiver of fees by a group will require City Council approval. K. A Certificate of Insurance may be required before a permit will be issued to groups having activities that may cause injury to participants or spectators. Section 3. Special Arrangements - Additional Charges for Services A. The City will supply assistance in arranging tables and chairs for a charge equal to the labor expenses involved. For times between 8:00 a.m. and 4:00 p.m. on week days this charge is $5.per hour per employee; for all other times a charge of $7.50 per hour per employee is established. To cancel or change the time of this service, 48 hours notice is required; otherwise the quoted charge will be made. Policies for Facility Use Section 4. A. Masking tape only will be allowed in placing decorations on doors and windows; walls must not be damaged. B. Smoking is allowed only when minors are not involved. C. Gambling and alcoholic beverages are not allowed in any City facility or on City grounds at any time. D. Groups provide their own kitchen utensils, soap, dishcloths, towels, etc. E. In some instances, arrangements may be made with the City to store certain supplies in locked areas to which only the user and the City have access. The City assumes no responsibility for such stored materials. F. No activities may be directed in any way toward the violent overthrow of the present form of government of this City, State, or Nation. G. No activities of a partisan, political nature will be permitted unless authorized by the City Council. H. Any infraction of these rules and regulations will be grounds for refusal of any further use of City Facilities. r I I I . .' Page Three - Resolution Number~j1~~ Section 5.
