ORDINANCE NO. / tJO 1
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH ADOPTING A CmlPREHENSIVE
SIGN ORDINANCE TO ARTICLE 18 OF THE ZONING
ORDINANCE AND RESCINDING ALL PROVISIONS IN
CONFLICT THEREWITH.
III THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS:
Section 1. Section 28-1800, Section 28-1801, Section 28-2318 (6) (a)
(I), (2), (3), (4), (5), (6), (7), Section 28-2318 (6) (b),
(c), (d), (I), (2), (3), and (e) are repealed.
Section 2. The following is adopted as Article 18 of Chapter 28 of
the Code of the City of Seal Beach:
ARTICLE 18. COMPREHENSIVE SIGN PROVISIONS
Sec. 28-1800 Intent and Purpose
The intent of this article is to promote the public health, welfare,
safety and community identity while improving the quality of the visual
environment. It has been determined that these objectives may best be
achieved by limiting the total amount of signing along city streets to an
intensity that will adequately identify each premise without being unduly
distracting.
Sec. 28-1801 General Provisions
(1) Uncertain,f;y

Whenever uncertainity exists as to the intent or ~ording of
this article, the Planning Commission shall make an interpretation which
shall be final unless appealed to the City Council.
(2) Prohibited Signs.
The following signs shall not be permitted in the City of Seal
Beach:
(a) Signs which incorporate any manner of flashing, moving, or
intermittant lighting.
(b) Signs which move or simulate movement.
(c) Signs which resemble or conflict with any traffic control
device or conflict with safe and efficient flow of traffic.
(d) Signs which create a safety hazard by obstructing clear
view of pedestrian and vehicular traffic.
(e) Flags, banners, pennants, except as speCifically authorized
in this article.
(f) Portable signs (sandwich board type signs).
(g) Roof signs
(h) Off premises advertising.

(3) Measurement of signs.
(a) Cabinet type signs - the total area of the cabinet shall
determine the area of the sign.
(b) Individual letters, words, numbers or symbols - an
imaginery box shall be drawn around the letters forming
words, numbers, or symbols and shall be used as the perimeter
of the sign when determining the area of the sign.
(c) Double faced Sian - only one (1) face of a double faced
sign shall be counte in compiling the area of a sign.
Sec. 28-1802
Administrative Procedure
(1) Approval required.
Sign approval shall be obtained from the Planning Department
prior to the installation or alteration of any sign covered by this article.
Exception: Nameplate identification signs, real estate signs and
political signs pertaining to an election are exempt.
(2) Application Procedure.
Applications for signs shall be made on forms provided by the
Planning Department and shall be accompanied by the following material:
(a) Site Plan drawn to scale;
(b) Sign elevation and design (must include all dimensions,
wording, figures, materials and colors).
(3) Review of application.
(a) The Planning Department shall review all sign applications
within fourteen calendar days of filing. The Planning Staff
shall approve, approve with modifications, or deny any appli-
cation in accordance with provisions established by this Or-
dinance. Any Staff decision may be appealed to the Planning
Commission.
(b) Planned Sign Program.
Planned Sign Program shall be applied for under the Conditional
Use Permit procedure. Unless otherwise specified in the approval
of the Planned Sign Program, individual signs shall be reviewed
by the Planning Department in the manner set forth in 28-1801(3)(a).
(4) Abatement of signs relating to inoperative activities.
Signs pertaining to enterprises or occupants that are no longer
using a property shall be removed from the premises, or sign copy on
such signs shall be removed within thirty days after the associated
enterprise or occupant has vacated the premises. Any sign not removed
within the specified period of time shall constitute a nusiance and
shall be subject to abatement pursuant to Sec. 28773 of the California
Government Code.
(5) r1aintenenace of signing.
All signing shall be maintained as follows: All "on premise"
signs shall be refinished to remove rust or other corrosion due to
the elements and any cracked or broken faces and malfunctioning lamps
shall be replaced within thirty (30) days following notification by
the City.

Sec. 28-1803 Planned Sign Program
(1) General.
In accordance with the provisions herein, signs may be
authorized in commercial and industrial districts as a part of a
planned sign program notwithstanding that such signs do not conform
to all specific regulations applicable in general to ground signs,
wall signs, and other signs allowed pursuant to this article. A
planned sign program is a voluntary, optional alternative to the
general sign regulations, intended to encourage the maximum incentive
latitude in order to achieve variety and good design. The planned
sign program option shall not be used to circumvent the objectives
of this article.
(2) Site development requirements.
(a) General.
The planned sign program is applicable only to sites which
fulffll one of the following criteria:
((1)) Two acre minimum area;
((2)) Ten thousand square feet minimum floor area;
((3)) Five or more activities.
(b) Combination of lots.
Two or more contiguous lots may be combined for the purpose
of fulfilling the site development requirements listed above under
28-1803(2)(a) for a planned sign program.
(3) Procedure.
(a) Conditional Use Permit required.
A planned sign program shall be approved by Conditional Use
Permit after the Planning Commission has made the required findings.
(b) Findings.
A planned sign program may be approved only if the following
findings are made:
((1)) The proposed signing is consistent with the intent of
this article and the General Plan.
((2)) Signs included in the planned sign program meet the
minimum design standards adopted for that purpose.
((3)) Approval does not constitute a grant of specific
privilege or allow substantially greater visibility
than the standard provisions allow.
((4)) The following items shall be considered in a planned
sign program:
((a)) Distance of buildings from the street;
((b)) Size of bUildings;
((c)) Traffic speed on the street;

((d)) Arrangement of buildings on the lot or parcel;
((d)) Number of "anchor"', tenants.
(4) Design Standards.
Signs approved under the planned sign program provisions shall
be in harmony with and visually related to:
(a) Other signs included in planned sign program.
This shall be accomplished by incorporating several common
desi.gl] elements (such as materials, letter style, colors, illumin-
ation, sign type, sign shape), for each sign included with the
program.
(b) Buildings.
Signs must be compatible with the buildings that they
identify. This shall be accomplished by utilizing materials,
colors, or design motif included in the building being identified.
(c) Surrounding development.
Approval of a planned sign program shall not adversely affect
surrounding land uses or obscure adjacent conforming signs.
Sec. 28-1804 Permitted Signs
(1)
R-1 and R-2 Zones.
(2)
(a) One unlighted sign, not exceeding six square feet in area,
pertaining to the sale, lease or rental of the property on which
the sign is displayed.
(b) One nameplate, not exceeding 6 inches by 18 inches, containing
the name of the occupant of the premises.
(c~ Political signs, when they pertain to an election, shall be
placed no earlier than 30 days prior to the election to which they
pertain. Said sign shall be removed within seven days after the
election day. Sign size shall not exceed 24 inches by 36 inches.
(d) Construction signs, identifying persons engaged in construction
on site, not to exceed a six month period. Sign size shall not
exceed six square feet.
(e) Subdivision signs, not to exceed 100 square feet in surface
area, for a period not to exceed twelve months after recordation
of final tract map. Number, location, size, shape, materials and
form of sign shall be subject to approval of Planning Director.
(f) Identification signs for planned communities, not to exceed
twenty-five square feet in area. Number, location, size, shape,
materials and form shall be subject to approval of Planning Director.
R-3 Zone
(3)
(a) All signs permitted in the R-1 and R-2 zones.
(b) One building identification sign not to exceed 10 sq. ft. for
apartment complexes containing at least 10 or more dwelling units.
Signs to be subject to approval of Planning Director.
C-O, C-1 and C-2 Zones.
(a) One unlighted sign pertaining to the sale, lease or rental
of the property on which the sign is displayed.

(b) Political signs, when they pertain to an election, shall
be placed no earlier than thirty days prior to the election to
which they pertain. Signs posted on a building face or in a
window shall not exceed 36 inches by 48 inches. Said sig~s
shall be removed within seven days after the election.
(c) Construction signs under the same restrictions as 28-1804(1)(d).
(d) For each shopping center, identification signs are permitted
as follows:
((1)) One free standing or pole identification sign contain-
ing the name and logo of the center. Sign not to ex-
ceed 15 feet in overall height and not to exceed 60
square feet on one face of a double faced sign.
((2)) One monument sign not to exceed 10 square feet in area
and not to exceed four feet in height at each traffic
entrance to the center, in no case shall more than four
monument signs be placed in any shopping center.
(e) Each commercial activity may have signing identifying the
activity on the premises as follows:
((1)) One sign per building face which is visible from
streets or parking lots area. Said sign to be fascia
or \~all sign.
((2)) Size of fascia or wall sign, 1 square foot per lineal foot
of building face, not to exceed 100 square feet per sign.
((3)) In lieu of one or more fascia or wall sign, one free
standing or pole sign not to exceed 15 feet in overall
height may be erected on the parcel or building site on
which the building is located. Maximum size of sign
shall Dot exceed 60 square feet per face of a double
faced sign.
((4)) In the case of buildings having less than 25 linear
feet of frontage on a street, 25 square feet of signing
will be permitted.
((5)) In cases where a business is located on a street with
a speed limit of 35 mph or more a free standing sign or
larger fascia or wall sign will be permitted. The
larger sign may be an additional ~ square foot per
lineal foot of building frontage not to exceed 80 additional
square feet. (See items 1,2,3 above). The maximum sign
area per sign of 100 square feet does not apply in this
case. .

((6)) No more than two items of information will be permitted
per sign. An example of one item of information would be
the name of the business, specialty item, unique service,
etc.

(f) When property falls under an adopted "planned sign pro-
gram" the above provi s ions do not app ly.
(4) O-E and M-1 Zones.
(a) All signing permitted in 28-1804(3)(a)(b)(c)(e) with the
same restrictions.
(b) For each industrial complex or industrial park, one monument
sign not to exceed ten feet in height and not to exceed 50 square
feet per face shall be permitted at the entrance off a dedicated
street. Said sign shall identify the industrial complex or
industrial park.
(c) In the O-E Zone, one monument identification sign on each
dedicated street shall be permitted. Said sign shall not exceed
eight feet in height and shall not exceed 40 square feet per face
and the sign shall identify the facility and company operating
the site.
(d) In an industrial complex or industrial park, each business
or activity may have one fascia or wall sign one square foot per
lineal foot of building face, not to exceed 100 square feet per
sign. Said sign shall identify the business or activity in the
building.
(5) R-G Zones.
(a). All signing permitted in 28-1804(3){a){b){c) and 28-1804(1){f).
(b) Monument or ground signs containing the name of the facility,
said sign not to exceed 50 square feet per face or exceed 6 feet
in height. One sign shall be permitted at each entrance to the
facility from a dedicated street.
Sec. 28-1805 Required Signing
The following signs are required:
(1) Street address numbers on the street side of all buildings, which
are readily visable and readable.
Sec. 28-1806 Additional Signing
No additional signing or replacenlent of signing may be authorized for
any building or site unless, as a condition of approval, the property owner
or his authorized agent agrees to bring all signing into conformance with the
provisions of this article.
Sec. 28-1807 Illegal Signing
Any signing which has not been expressly authorized by the City of Seal
Beach shall be deemed illegal signing and shall be removed within sixty days
of being notified that said signing is illegal. Failure to remove illegal
signing shall constitute a violation of the Zoning Ordinance.
Sec. 28-1808 Nonconforming Signing
(1) Signing which fails to comply with this article shall constitute
nonconforming signing and shall be removed or modified to comply ~ith
this article as shown in 28-1802(4), 28-1806, 28-1809, when the building
occupancy changes or a new business occupies the building.
Sec. 28-1809 Nonconforming Flashing and Rotating Signing
All nonconforming flashing, rotating or simulated movement signing
shall be modified so that said signing no longer flashes, rotates or simulates

motion. Such modification shall be made within ninety (90) days after
official notification by the Planning Director by mal led notice.
Sec. 28-1810 Automobile Service Station Signing
(1) Signing for automobile service stations shall be permitted
as foll ows:
(a) Total signing for items b, c, e, f, shall not exceed 150
square feet of area.
(b) Free standing identification signs not to exceed 20 square
feet in overall height and not to exceed 80 square feet in area.
(c) Price boards not to exceed 3' x 4' in size and not to exceed
fifteen feet in overall height; minimum height 8'0".
(d) Informational signs (self-service, full-service, etc.) not to
exceed 24" x 24" in size and two per pump island. Signs required for
safety and required by other governmental agencies shall be reviewed
by the Planning Director for consistency with the intent of this ordinance.
(e) Two promotional banners, each not to exceed 20 square feet per face,
may be located on permanent poles or building structure or the premises.
(f) Advertising signs not related to motor vehicles shall not exceed
50 square feet in area and shall be attached to the building or per-
manently mounted sign structure.
Section 3. The City Clerk shall certify to the passage and adoption of this
Ordinance and shall cause the same to be published as required by law.
