AN ORDINANCE OF THE CITY OF SEAL BEACH
REGULATING THE OVERNIGHT PARKING OF
OVERSIZE AND NON-MOTORIZED VEHICLES ON
CITY STREETS, AND AMENDING THE CODE OF
THE CITY OF SEAL BEACH, CALIFORNIA.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. The Code of the City of Seal Beach, California, is hereby
amended to add Chapter 13-B to read as follows:
CHAPTER 13-B
OVERSIZE VEHICLES
OVERNIGHT PARKING
Sec. 13B-1. Definitions.
A. Non-Motorized Vehicle. A "non-motorized vehicle" is any
trailer, camp trailer, semi-trailer or trailer coach as
defined by the Vehicle Code of California.
B. Oversize Vehicle. An "oversize vehicle" is any vehicle
or combination of vehicles that exceeds twenty (20) feet
in length or ninety (90) inches in width exclusive of
projecting lights or devices as allowed by Sections
35109, 35110 or 35112 of the Vehicle Code of California
as may be amended.
C. Residential District. A "residential district" is an
area that is primarily used as the location for single
family or multiple -family dwellings. Any street or
portion of a street abutting single or multiple family
dwellings except those streets or portion of streets
designated as "truck routes" per Section 13-107 of the
Municipal Code shall be considered to be within a
residential district.
Sec. 13B-2. Overnight Parking.
A. Oversize -Vehicles. No person shall park or leave
standing upon any public street or highway in a
residential district any oversize vehicle or non-
motorized vehicle at any time between the hours of
2:00 a.m. and 5:00 a.m.
B. Non Motorized Vehicle Parking. No person shall park
or leave standing upon any public street or highway
in a residential district a non-motorized vehicle
regardless of width when it has been detached from its
motor vehicle on a public street within the city limits
of the City of Seal Beach other than to actively load
or unload the same or make repairs of emergency nature
on either the vehicle itself or to the adjacent properties.
C. Exceptions.
1. Commercial vehicles making pick ups or deliveries
of goods, wares and merchandise from or to any

building and structure located on the restricted
street or highway.
2. Any vehicle displaying a valid permit issued by
the Chief of Police or his designee.
D. Permits. The Chief of Police or his designee may issue
temporary permits for the overnight parking of over-
sized or non-motorized vehicles if he makes any of the
findings set forth in this section and in addition,
determines that the parking of such oversized vehicle
or non-motorized vehicle will not create a safety hazard.
Such permit shall be valid for the time period stated
thereon. Permits shall be issued only in the event of
special circumstances which shall i:nc1ude the following:
1. Vehicles belonging to visitors or house guests
temporarily residing in the restricted area. Such
permit shall be good for a maximum period of
fourteen (14) days.
2. Newly purchased vehicles for which suitable permanent
parking or storage is being arranged. Such permit
shall be good for a maximum period of fourteen (14)
days.
3. Vehicles be10gging to a new resident for which
suitable permanent parking or storage is being
arranged. Such permit shall be good for a maximum
period of fourteen (14) days.
4. Vehicles used on a daily basis for work or other
essential purposes when parking of such oversized
vehicle is not reasonably possible on the owner's
premises. Such permit shall be good for a maximum
period of six (6) months and may be renewed for
successive six (6) month period.
5. Twenty-four (24) hour permits may be obtained for
the purpose of loading and unloading such vehicles.
The Chief of Police shall not issue a permit if he
determines if the parking of those oversized vehicles
will create a safety hazard such as interference of
access of fire trucks and other emergency vehicles.
In making such determination, the Police Chief shall
consider the width of the street in question, the
existence or non-existence of sidewalks, the closeness
of residences to the street and other relevant factors.
Section 13B-3. Signing.
Pursuant to Vehicle Code Section 22507, signs giving adequate
notice of the prohibitions contained in this ordinance shall be
placed within the city limits of the City of Seal Beach.
Section 13B-4. Penalty.
Violation of the provisions of this chapter shall be punishable

by the issuance of a citation with a fine (bail) of $25.00.
Each 24-hour period of violation is subject to a separate
citation.
Section 2. The City Clerk shall certify to the passage and adoption
of this ordinance and shall cause the same to be published
as required by law.
