A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH, CALIFORNIA, ESTABLISH-
ING TRAVEL EXPENSE POLICIES AND APPROVAL
PROCEDURES FOR ATTENDANCE BY OFFICERS AND
EMPLOYEES OF THE CITY AT AUTHORIZED CON-
FERENCES AND TRAINING SEMINARS
WHEREAS,
the City Council of the City of Seal Beach is desirous
of establishing effective travel expense policies related
to attendance by officers and employees of the City at
authorized conferences and training seminars; and
the City Council is also interested in formulating approval
procedures providing for authorization to attend a confer-
ence or trainin9 seminar without prior City Council approval
on an emergency basis;
WHEREAS,
NOW, THEREFORE, BE IT RESOLVED that the interests of the City of Seal Beach
will best be served by the establishment of the following travel expense
policies and approval procedures:
1. At the time of presentation to the City Council of the proposed
budget for the next and each succeeding fiscal year, each City
department shall submit an itemized itinerary for all confer-
ences and training seminars requiring attendance by an officer
or employee of the City whose total cost exceeds $100.00.
2. Those conferences and training seminars whose total cost does
not exceed $100,00 shall not be subject to prior City Council
review and approval.
3. Those conferences and training seminars requiring attendance
by an officer or employee of the City on an emergency basis
whose total cost does exceed $100.00 shall be authorized by
the City Manager only,
4. Officers and employees of the City, utilizing their private1y-
owned automobiles for attendance at authorized conferences and
training seminars shall be entitled to reimbursemept for costs
incurred at the rate of fifteen cents (1St) per mile. Such
reimbursement, however, shall not exceed the equivalent coach
fare rate to the actual or nearest city with air travel service
at the time of attendance.
5. The following limits shall apply to travel expenses related
to authorized attendance at a conference or training seminar
by an officer or employee of the City:

Meals
Room
$25.00 per person
$50.00 per person
The above per diem rates shall be increased on July 1 of each
fiscal year by a percentage equal to the percentage increase
of the Revised Consumer Price Index for Urban Wage Earners and
Clerical Workers for the Los Angeles/Long Beach area for the
preceding twelve (12) months period.
