I I I I ." ,- " RESOLUTION NUMBER ~ s-7-i' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, EXPRESSING ITS SUPPORT FOR THE CONSTRUCTION OF A LIBRARY AND SENIOR CITIZENS CENTER ON THE PACIFIC ELECTRIC RIGHT OF WAY IN SEAL BEACH. the policy to relocate the Mary Wilson Branch Library serving southern Seal Beach was established as early as 1974 with the adoption of the Specific Plan for the development of the Pacific Electric Right of Way in Seal Beach; and the Pacific Electric Right of Way was selected as the best site because: (1) it is close to the City Administration Building! therefore concentrating the civic center functions in one area; (2) the complex is close to the Main Street business district; (3) parking adjacent to Main Street could also be used by library patrons; and (4) the site is near the existing library and centrally located in Old Town; and various surveys have shown the demand for library services in the Old Town area of Seal Beach to be increasing and the current branch is hard pressed to meet future demands; and with only 2,200 square feet of usable area, no on-site parking, and no room to expand, the current facility hardly serves the service needs of the community; and WHEREAS. expansion or replacement of the current branch is not included in the County's Master, Plan for development, therefore, it is evident the only way library services can be improved is for the City to provide the impetus; and WHEREAS, WHEREAS, WHEREAS, WHEREAS. WHEREAS, on October 28,1975, the City Council, acting as the Seal Beach Redevelopment Agency, approved the concept of a library facility/ senior citizens center to be placed on the Pacific Electric Right of Way; and WHEREAS, the Redevelopment Agency, on December 22, 1975, authorized the Executive Director/Secretary to employ the architectural firm of Anthony and Langford to prepare the plans and specifications for the project; and WHEREAS, on April 26, 1976, the schematic design and preliminary plans for the project were approved by the Redevelopment Agency; and WHEREAS, an agreement between the County of Orange and the Redevelopment Agency for library facilities to be constructed on the Pacific Electric Right of Way was approved by the Redevelopment Agency on April 26, 1976 and forwarded for consideration by the Orange County Board of Supervisors; and WHEREAS, the proposed plan calls for the City to provide land on the Pacific Electric Right of Way and to use Redevelopment Agency note proceeds to constr.uct an 11,650 square foot facility, including eighteen parking spaces; and WHEREAS, another asset of the proposed new facility will be the combination community room/senior citizens center which will provide a location in Old Town for various recreational activities and social programs for senior citizens; and r . .. .. . '" Resolution Number c2.57/ Page Two I WHEREAS, the proposed project will occupy only three per cent of the Pacific Electric Right of Way greenbelt with 97% remaining open space; and WHEREAS, the site of the facility will be serviced by three major public transportation systems for the convenience of library patrons; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach supports the construction of a library and senior citizens center on the Pacific Electric Right of Way in Seal Beach; BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the ,Orange County Board of Supervisors, the Orange County Librarian, and the South Coast Regional Coastline Commission.
