A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA URGING THE BOARD OF ENGINEERS
OF RIVERS AND HARBORS, THE CORPS OF ENGINEERS, THE
OFFICE OF MANAGEMENT AND BUDGET AND THE CONGRESS OF
THE UNITED STATES TO STRONGLY ENDORSE AND EXPEDITE
THE AUTHORIZATION OF THE "ALL-RIVER PLAN" RECOMMENDED
BY THE CORPS OF ENGINEERS.
WHEREAS, the Santa Ana River and the flood threat it poses to the residents
of the County of Orange have long been of concern to the elected
bodies within the County of Orange; and
WHEREAS, Congress was petitioned in 1962 by the Boards of Supervisors of
the Counties of Orange, Riverside and San Bernardino to determine
the true status of the flood threat to those Counties from the
Santa Ana River; and

the Corps of Engineers was authorized by Congress in 1964 to
determine the depth of the problem and recommend a solution; and
eleven years were consumed in making this study and settling
upon a solution; and
a large part of that time was consumed in settling upon an
alternative acceptable to all parties; and
the "All-River Plan" recommended by the District Engineer of the
Corps of Engineers does meet and is the only alternative acceptable
to all parties; and
any attempt to implement any other of the alternatives studied can
and will result only in additional costs and delays; and
more than one mill ion people in the County of Orange are faced with
the possibility of flood costs exceeding three billion dollars
and an unknown number of lives lost;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach,
California, does hereby urge the Board of Engineers of Rivers and Harbors, the
Corps of Engineers, the Office of Management and Budget and the Congress of
the United States to strongly endorse and expedite the authorization of the
"All-Ri ver Pl an" recommended by the Corps of Engi neers and to take all necessary
steps toward the rapid construction of the protective measures designed therein.
