A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH, CALIFORNIA, IN OPPOSITION TO ALL
STRIKES OR OTHER SUCH JOB ACTION AND ANY
LEGISLATION WHICH WOULD SEEK TO LEGALIZE SUCH
ACTIONS.

the Seal Beach City Code presently defines "calling or engaging
in any strike, work stoppage, slow down, or related picketing
engaged in as a substitute for any strike, work stoppage, or
slow down against the government of the City" as an unfair and
prohibited practice; and
the purpose of municipal government is to provide essential
public services in support of the health, safety, and welfare
of the people; and
cessation of public services, by both safety and/or non-safety
employees can only be interpreted as a breach of faith to the
community as well as a violation of State law; and
public employees charged with protecting and preserving the health,
safety, and welfare must be prohibited from threatening the welfare
of the community for purposes of settling labor disputes; and
WHEREAS, in the private sector, the consumer may have many options to
purchase goods or services and thereby, be somewhat insulated
from the direct effects of strikes against private employers;
the public has no such option for the maintenance of public
services and is directly threatened;

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Seal Beach
is opposed to all forms of job action, slow down, or strike by safety and non-
safety public employees as a means to settle labor disputes and is in full
accord with current State law prohibiting strikes by public employees, and
that the City Council of the City of Seal Beach is opposed to any activities
which may condone or support the concept of strikes, work slow downs, or
any such job action or any legislation which may seek to legalize such
actions.
BE IT FURTHER RESOLVED that the City Council of the City of Seal Beach hereby
directs the City Clerk to take whatever action that may be required at this
time to place this issue before the citizens of Seal Beach as an amendment
to the Charter of the City of Seal Beach, said amendment to be prepared and
voted on at the first regular Council meeting in November 1976.
