AN ORDINANCE OF THE CITY OF SEAL BEACH,
REGULATING THE LICENSING OF BICYCLES AND
AMENDING THE CODE OF THE CITY OF SEAL
BEACH, CALIFORNIA '
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS
FOLLOWS:
Section 1. The Code of the City of Seal Beach, California,
is hereby amended by amending Chapter 4A to read:

Section 4A-l. Definition.
The word, BICYCLE, for the purpose of this Chapter,
shall mean and include any device upon which a person may
ride, which is propelled by human power through a system of
belts, chains, or gears and which has wheels at least twenty
(20") inches in diameter and a frame size of at least four-
teen (14") inches.
Section 4A-2. Bicycle Licensing Required.
No person residing in the City shall ride or propel
any bicycle upon any public street, sidewalk, alley, bicycle
lane or path, or any other public property, or have in his
possession any bicycle which has not been licensed. The fee,
if any, shall be determined by resolution of the City Council.
Section 4A-3. Tampering with License Receipt/
Bicycle Plate - Prohibited.
It is unlawful for any person to tamper with, de-
stroy, mutilate or alter any License Receipt issued pursuant
to the provisions of this Chapter.

mutilate or in any way alter or tamper with any Bicycle
Plate issued pursuant to the provisions of this Chapter.
Section 4A-4. Bicycles in Violation of Chapter
- Impounding/Fee.
The Licensing Agency shall have the right to im-
pound and/or cite any bicycle in violation of the provi-
S10ns of this Chapter, and may retain possession of im-
pounded bicycles until the provisions of this Chapter are
complied with.
Section 4A-5. Fines for Violation of this Chapter.
A fee of three ($3.00) dollars, pursuant to Sec-
tion 39011 of the Vehicle Code, shall be charged for vio-
lation of the provisions of this Chapter.
Section 4A-6. Enforcement.
The Chief of Police and his representatives and
the Licensing'Agency (if other than the above) shall here-
with be granted all authority to enforce and carry out the
provisions of this Chapter pursuant to the provisions in-
cluded in the California Vehicle Code and all other laws
of the State of California.
Section 4A-7. Same - Application; Affixing of
Tag or Plate.
Registration shall be made by filing with the
License Collector or his authorized representative, an
application setting forth the name and address of the owner,
together with a complete description of the bicycle, on
forms provided for such purpose, by the City. Each regis-
tration shall be serially numbered and kept on file with
the License Collector, or his authorized rep~esentative,
as a public record. Upon such registration; the License
Collector or his authorized representative shall cause
an'identification tag or license plate to be affixed to the
reg~stered bicycle, at or near the rear of the seat or sad-
dle of such bicycle. Such identification tag or license
plate shall be serially numbered to correspond with the
registration number, and shall remain fixed to the bicycle
unless removed by the order of a court of competent juris-
diction. In the case of theft, loss, mutilation, or de-
facing of such tag or license plate, a duplicate shall be
issued by the License Collector or his authorized repre-
sentative.
Section 4A-8. Same - Procedure for Dismantling
or Change of Ownership.
Within ten (10) days after any bicycle register-
ed hereunder shall have changed ownership or been dis-
mantled and taken out of use, the person in whose name the
bicycle has been registered shall report such information
to the License Collector, or his authorized representative.
In the case of change of ownership, the registration shall
be changed ,to show;the.name of the new owner. In ,the. case
of dismantling or taking the bicycle out of operation or use,
the registration shall be cancelled and the identification

tag or license plate destroyed.
Section 4A-9. City Manager to Designate License
Collector.

For the purposes of this Chapter, the Chief of
Police or other department heads may be assigned the duties
of the License Collector by the City Manager.
PASSED, APPROVED AND ADOPTED by the City Council
of the City of Seal Beach at~regular meeting thereof,
