ORDINANCE NUMBER 928
I
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH AMENDING ORDINANCE NO. 628,
ZONING APPENDIX OF THE CITY CODE, BY THE ADDITION
OF A DISTRICT VI, AN ARTICLE 6A, R/C/P RESIDENTIAL,
COMMERCIAL PARK ZONE, AN ARTICLE 13A, O-E OIL
EXTRACTION ZONE, AND REVISING SECTIONS 1801 AND
1803 OF ARTICLE 18, GENERAL PROVISIONS, CONDITIONS
AND EXCEPTIONS, YARDS, HEIGHT, AREA, OPEN SPACE
AND BULK.
The City Council of the City of Seal Beach does hereby ordain as
follows:
Section 1. Article 3(1) relating to districts is hereby amended to
provide for a new district VI, as follows:
A. Subsection 3(1) (b) is amended to read:
(b) District II (Inland District) consists of
all those lands not in District I, District III,
District IV, District V or District VI.
B. A new subsection (f) is added to Article 3(1) to
read:
(f) District VI (Rossmoor Center District) consists
of all lands within the Rossmoor Business Center as
described in Annexation No. 66-1.

Section 2. Article 6A is hereby added to Ordinance No. 628, Zoning
Appendix of the City Code, to read as follows:
Article 6A. R/C/P Residential Commercial,
Park Zone R/C/P Zone .
Sec. 600A. Generally.
Certain real property within the City is unique due to
its proximity to the ocean and its water oriented
character. It is determined to be in the best interest
of the City to permit some flexibility in development of
said property. Medium density residential and/or service
commercial uses shall be permitted within the zone. In
addition, a minimum of one-third of any parcel within
this zone shall be devoted to park uses with unrestricted
access to the public. Development of said property shall
be subject to the issuance of a Conditional Use Permit
to be processed in the manner specified in Article 20 of
this ordinance.
Sec. 601A. Off-street parking.
As required in Article 17.

Section 3. Article 13A is hereby added to Ordinance No. 628, Zoning
Appendix of the City Code, to read as follows:
Article 13A. O-E Oil Extraction Zone
(O-E Zone).

Section 1300A. Permitted Uses.

In the Oil Extraction Zone the following uses are permitted
subject to the issuance of a Conditional Use Permit to be
processed in the manner specified in Article 20 of this
ordinance:
(1) Drilling operations for the production of oil, gas or
other hydrocarbon substances.
(2) Separation centers for oil and gas.
(3) Storage tanks and related facilities.
(4) Maintenance and operations yards in conjunction
with any of the uses listed above.
Section 4. Ordinance No. 628, Zoning Appendix of the City Code, Article
18, Section 1801, Zoning Schedule, is amended by amending
the minimum lot widths, lot depths, lot areas and minimum
lot areas per dwelling unit for R-I, R-2 and R-3 zones to
read as follows:

Section 5. Zoning Schedule, Sec. 1801 of Article 18 of the Zoning
Appendix of the Seal Beach City Code, is amended by the
addition of District VI after Districts I & II for Zone
C-2.
Section 6. Section 1803 of Article 18, Ordinance No. 628, Zoning
Appendix of the City Code, is amended to read as follows:
Sec. 1803. Lot Area per dweJ 1 ing unit.
Requirements:
