HomeMy WebLinkAboutCC Ord 909 1973-06-25 . 1 1 I . . ." - " ORDINANCE NO.~ , I AN ORDINANCE OF THE CITY OF SEAL BEACH DEFINING THE POWERS AND DUTIES AND RESPONSIBILITIES OF THE RECREATION AND PARKS COMMISSION, ELIMINATING THE RECREATION AND PARK FUND, AND AMENDING THE CODE OF THE CITY OF SEAL BEACH. THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS: Section 1. Article I Chapter 16 of the Code of the City of Seal Beach is hereby amended by amending Section 16-3 to read as follows: Sec. 16-3. Duties and responsibilities. The duties of the recreation and park commission shall be to: (a) Act in an advisory capacity to the city council and the director of recreation and parks in all matters pertaining to parks and public recreation and to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreation planning and progranuning. (b) To reconunend policies on recreation services for approval by the city council. exist or council, (c) may be and to Make periodic inventories of recreation services that needed and interpret the needs of the public to the city the director of recreation and parks. (d) Aid in coordinating recreation services with programs of other governmental agencies and voluntary organizations. (e) Interpret city policies and functions regarding recreation and parks to the public. (f) Advise the city council and director of recreation and parks in the preparation of long-range recreation capital improvement pro- grams and the establishment of priorities relating thereto. Section 2. Article II of Chapter 16 of the Code of the City of Seal Beach is hereby amended by amending Section 16-4 (b) to read as follows: (b) The functions of this department are to provide opportun- ities for wholesome, year-round public recreation service for each age group, to develop and maintain in an attractive and safe manner the recrea- tion and park areas and facilities of the city and to insure that such facilities are suitable for a wide variety of recreation purposes, and to provide an effective lifeguard service. Section 3. Article II of Chapter 16 of the Code of the City of Seal Beach is hereby amended by repealing Section 16-6 and amending Section 16-5 to read as follows: Sec. 16-5. Director of recreation and parks; appointment; powers and duties generally. A director of recreation and parks to administer the recreation and parks program shall be appointed by the city manager. The director of recreation and parks shall attend meetings of the commission and shall make such reports to the city council and city manager as shall be required. 1 I I Ordinance Number " . , The director of recreation and parks shall: I (a) Employ required personnel, such as assistants, supervisors, leaders, lifeguards, clerical and maintenance employees in accordance with civil service proceedings and supervise them in the performance of their various duties. (b) Administer, operate and maintain existing recreation and park areas and facilities and plan for the acquisition, development and operation of proposed facilities in accordance with policies approved by the recreation and parks commission and the city council. (c) Inform the general public of the services and facilities being provided by the recreation and parks department. (d) Solicit suggestions from the general public to improve or increase the effectiveness of the service. (e) Cooperate with governmental and voluntary organizations and agencies in the furtherance of recreation opportunities. (f) Prepare manuals, bulletins and reviews on recreation problems. (g) Provide, upon request, assistance of a technical nature to community agencies and organizations having problems relating to recreation and park areas and facilities and programs. (h) Counsel officials of public and private organizations and interes.ed g~oups concerning community recreation and leisure activities and assist them in the promotion of recreation services. (i) Conduct studies of local conditions and needs for recrea- tion services and assist with recruitment and training of recreational personnel. Section 4.
