HomeMy WebLinkAboutCC Res 2627 1977-01-10 I I I , .' ," ~.. i RESOLUTION NUMBER .;;;t..:;! 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, REQUESTING THE LEGISLATURE OF THE STATE OF CALIFORNIA TO INITIATE AND SUPPORT LEGISLATION CONTROLLING STRIKES IN THE AGRICULTURAL CROP PROCESSING INDUSTRY AT THE HARVEST SEASON, the City of Seal Beach has a vital interest in the agri-business community of the State of California, the economy of which is dependent upon orderly and regular planting, growing, cultivating, harvesting, and processing of a large variety of row, field, and orchard crops; and strikes by agricultural, cannery, and frozen food workers at the peak of harvesting season in recent years has resulted in partial, and in many cases, total crop losses to individual farmers and severe monetary losses, not only to growers but to pickers, cannery ~orkers, truck drivers. and those pursuing any skill or trade connected with food gathering or those processing industries, thus affecting the entire economy of the State; and the losses resulting from such strikes are inflicted, not merely on the disputants, but on each and every individual non-disputant who is dependent for food on the agri-business community; and WHEREAS, the nature of agricultural food crops is such that the time for harvesting and processing is the most critical period in the whole procedure of planting, growing, cultivating, harvesting, and processing, in that such time cannot be controlled, either as to time of occurrence or duration, and the crop maturing process cannot be delayed; and WHEREAS, WHEREAS, WHEREAS, WHEREAS, the entire State of California is vitally involved in, and connected with, agri-business; and WHEREAS, workers in the agricultural growing and processing industry are entitled to protection of their right to bargain collectively for hours, wages, and working conditions, but not by means of strikes which endanger the public interest; and WHEREAS, strikes against agricultural crop growers and processors could occur at any harvest season in any area within the State or throughout the whole of the State; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Seal Beach as follows: 1. That the Legislature of the State of California be requested to initiate and support legislation which would control strikes in the agricultural growing or processing industries during the harvest season; 2. That the Legislature of the State of California should, at the same time, initiate and support legislation which gives protection to agricultural workers in their right to organize and bargain for better hours, wages, and working conditions by means other than the use of the strike device during harvest season.
